Key Responsibilities

In North Yorkshire, Child Welfare Review Officers are expected to fulfill all aspects of the Independent Reviewing Officer guidelines, including leading reviews and supervising plans for children in care, chairing Child Protection Conferences, conducting Regulation 44 visits to children's homes, and performing Annual Reviews for Foster Carers. You will have a crucial role in quality assurance and will have the opportunity to make significant contributions to enhancing outcomes for children and young people while promoting high standards of care for those under the Local Authority's supervision.

Job Specifics

The primary focus of the Child Welfare Review Officer role is to ensure that timely and effective plans are established to meet the needs of children and young people requiring care and protection. It is essential to consider their wishes and feelings in planning and decision-making processes, enabling all children and young individuals to reach their full potential.

The post holder will lead meetings for looked-after children and serve as an independent chairperson for child protection conferences, as well as conduct reviews of Foster Carers and other relevant duties. A key function of this role is to ensure that plans for children and young people in need of care and protection are effective and progressing at an appropriate pace.

The post holder will monitor the progress of each child's plan and hold the Local Authority and partners accountable, ensuring that social work practices and case conduct meet high standards. This includes challenging poor practices and ensuring that plans are SMART: Specific, Measurable, Achievable, Realistic, and Timely, incorporating the needs, views, and wishes of the child. If necessary, the post holder will initiate the escalation process to address any issues in collaboration with the IRO team manager, in accordance with relevant regulations.

The post holder will contribute to the enhancement and quality assurance of outcomes for Looked After Children by reviewing Foster Carers and participating in monitoring and reporting regarding the quality of North Yorkshire County Council's placement provisions, ensuring compliance with relevant regulations and standards.

Qualifications and Experience

Essential

  • In-depth knowledge and experience of current research and best practice standards related to children and families at both local and national levels.
  • Understanding of the legal framework governing work with children and families, particularly in care planning, child protection, and human rights.
  • Awareness of current national developments affecting children and families.
  • Knowledge of equality and diversity legislation, policies, and guidelines.
  • Familiarity with principles and models of Quality Assurance.
  • Understanding of key stages of child development.
  • Proficiency in Management Information Systems and performance indicators.
  • Significant post-qualifying experience in children and families work.
  • Experience in managing cases with complex professional and ethical issues, including child protection and court proceedings.
  • Experience in chairing professional, multi-agency meetings.
  • Proven track record in assessment, planning, and delivering outcomes for children.
  • Experience in intra- and inter-agency collaboration.
  • Experience in implementing and delivering against performance management and quality assurance frameworks.
