Job Overview

Infrastructure Adoption Specialist - Core Purpose of the Role

The primary objective of this position is to guarantee that all infrastructure completion tasks are executed within a predetermined financial framework. This will facilitate the release of the company's financial guarantees and maintenance responsibilities for all roadways, drainage systems, pumping stations, and public green spaces, thereby achieving public acceptance by the relevant authorities.

Infrastructure Adoption Specialist - Key Responsibilities

Collaborate with our legal department to review all legal documents, including section agreements, easement deeds, and utility provisions (in conjunction with the Services Engineer).

Participate actively in all pre-commencement meetings, monthly site reviews, and other necessary gatherings to evaluate and monitor progress, providing constructive and timely feedback on project outcomes.

Engage contractors as needed for minor projects, oversee progress, conduct inspections, and ensure that all work meets the agreed-upon local authority standards.

Conduct site evaluations of infrastructure conditions at the conclusion of the maintenance period and specify all necessary work to secure public acceptance (including management companies).

Oversee all adoption agreements (Section 38, 104, & 278 Agreements) to ensure the reduction and cancellation of all associated financial guarantees.

Ensure that all water authority Suds and drainage agreements are finalized promptly.

Coordinate with local authorities, inspectors, clerks of works, bondholders, company solicitors, and management firms.

Address all issues arising from completed sites, ensuring compliance with title deeds, maintenance bonds, and other legal obligations to minimize company liability.

Monitor expenditures to remain within budgetary limits.

Provide engineering support to Engineering Managers and Contract Managers.

Generate monthly estate completion reports and budget forecasts for the regional board of directors.

Commission and oversee road safety audits, ROSPA reports, ground investigations, and as-built surveys.

Review engineering designs to ensure cost efficiency and feasibility.

Obtain, log, and track contractors' geotechnical testing and material documentation.

Organize and lead on-site pre-commencement meetings with inspectors for drainage and roadworks.

Conduct periodic inspections of new infrastructure projects as they progress and prepare progress reports.

Chair and document monthly internal adoption meetings.

Arrange utility inspection meetings prior to surfacing activities.

Collaborate closely with Contract Managers to ensure that surfacing and completion tasks are aligned with construction timelines.

Complete and oversee the surfacing schedule.

Ensure compliance with Harron Group's health, safety, and environmental policies, adhering to employee responsibilities.

Consistently follow company policies, procedures, and directives.

Qualifications

OND/HND qualification (or equivalent) in construction, engineering, or a related field.

Proficient in IT, with experience in AutoCAD, Outlook, Excel, and Word (preferred).

Experience

A proven track record in residential development or contracting.

Knowledge and experience in constructing roads and drainage systems.

Essential Knowledge and Skills

Familiarity with specific design and specification aspects related to roads and drainage.

Understanding of utility companies, their procedures, licenses, and regulatory frameworks.

Knowledge of CDM Regulations, LABC/NHBC requirements, and relevant Codes of Practice.

Strong communication and negotiation abilities.

Problem-solving and delegation skills.

Ability to work effectively both independently and as part of a team.

Analytical and critical thinking capabilities.

Proficiency in mathematics.
