Passenger Transport Services Commissioning and Contract Manager

Job Summary:

The Commissioning and Contracts Manager will lead the planning, management, and delivery of passenger transport services in the Place department. This role requires a strategic thinker with experience in commissioning and contract management to ensure contracts are efficient, meet legal requirements, and provide high-quality, safe transport for all customers.

Key Responsibilities:

  • Establish commissioning and contract systems for passenger transport services across the Passenger Transport Group.
  • Manage budgets and contribute to setting future budgets and policies.
  • Ensure the commissioning plan is supported by robust data analysis.
  • Conduct due diligence checks on service providers and ensure efficient use of Procurement/DPS.
  • Develop service specifications and performance management in collaboration with providers.
  • Monitor compliance and quality systems to manage contract performance.
  • Produce reports for senior management and contribute to the Departmental Service Plan.
  • Stimulate market engagement and ensure a range of service provision.

Requirements:

  • Significant management experience in commissioning, contract performance, or transport, and experience in managing large teams.
  • Ability to manage multi-million-pound budgets, develop strategic plans, and provide innovative solutions to transport issues.
  • Strong leadership, excellent communication and negotiation skills, and the ability to engage effectively with stakeholders.
  • Degree or postgraduate qualification in passenger transport or related discipline, or membership of a relevant professional body.
