Local Service Operations Leader

Overview:
The Local Operations Manager is responsible for overseeing the daily activities of the local operations team, ensuring adherence to company standards and objectives while managing resources and budgets effectively.
Key Responsibilities:
· Lead and mentor the local operations team, exemplifying best practices and implementing company policies efficiently.
· Assume the role of Rail Incident Officer (RIO) as necessary, ensuring proper command structure and leading the coordination of service restoration efforts.
· Foster strong relationships with internal and external stakeholders, including maintenance teams and train operating companies.
· Oversee local operational resources and budgets to ensure seamless train service delivery, particularly during disruptions.
· Execute established delivery and contingency plans to optimize train performance.
· Collaborate on the development of local emergency plans, ensuring consistency with route requirements.
· Monitor and address proposed maintenance activities to maintain train service performance.
· Manage a controllable operational expenditure budget while adhering to procurement guidelines.
· Ensure compliance with relevant procedures outlined in the Operations Manual, Rule Book, and applicable safety management systems.
· Supervise and conduct competency assessments for team members.
· Direct resources in response to incidents affecting infrastructure, in coordination with Network Rail Control.
· Work alongside Network Rail Control and the Operations Manager to oversee real-time coordination of Mobile Operations Managers during service disruptions.
· Specify, allocate, and maintain vehicles and response equipment, ensuring they are fit for purpose.
· If qualified, operate signal boxes as directed.
Required Skills and Qualifications:
Essential:
· Proven ability to lead, manage, and develop teams.
· Competency in rules and regulations at level 2.
· Ability to achieve assessor competence.
· Capability to attain Rail Incident Officer status.
· Strong decision-making skills and assertiveness.
· Understanding of customer needs and requirements.
· Excellent organizational and planning skills.
· Valid driving license.
· Ability to gain relevant box competencies.
Desirable:
· Familiarity with financial systems and budget management.
· Commercial awareness.
· Proficiency in IT for report writing and corporate information management.
· General knowledge of business improvement processes.
· Understanding of the railway industry structure and responsibilities.
· Ability to engage in employee relations matters.
· Experience in investigatory skills, including Root Cause Analysis.
