The ONE Uniform Programme represents a significant effort to consolidate the systems of our four legacy areas into a unified instance of Idox Uniform.

This integration will facilitate consistent and efficient service delivery across the council while minimizing costs and risks linked to maintaining multiple systems.

The Programme's goal is to create a cohesive, user-friendly system that caters to the current and future demands of the council and its constituents.


A primary responsibility of this role is to ensure the successful migration of data from the four legacy systems to the new Uniform instance.

This will necessitate a high standard of data quality, integrity, and security, along with the capability to address any data-related challenges that may arise during the migration.

To accomplish this, you will need to have experience in leading and managing a team of data analysts skilled in data mapping, cleansing, validation, testing, and reporting.

Additionally, you will coordinate with various workstreams, stakeholders, and suppliers to ensure that the data migration aligns with the overarching programme objectives.


We seek an individual with exceptional listening, communication, and interpersonal skills, capable of engaging with clients, facilitating reviews, conducting one-on-one interviews, and leading workshops.

Familiarity with Idox's suite of products and data management within the context of Idox's Uniform would be advantageous.

About the Role

As a key technical and operational data expert within the Programme, you will contribute to the development and design of solutions that align with the business's needs.


Key Responsibilities:

  • Lead the formulation and execution of data strategies and policies.
  • Oversee and mentor a team of data analysts, promoting a culture of continuous improvement and innovation.
  • Serve as the primary liaison for data-related services, ensuring compliance and governance throughout the directorate.
  • Drive transformation and support initiatives that enhance business and governance functions.
  • Manage and coordinate intricate work programmes to effectively implement Council and national strategies, necessitating a high level of expertise to ensure the delivery of specialized services.
  • Collaborate with colleagues, stakeholders, business representatives, subject matter experts, partner authorities, and suppliers to design and implement solutions for the Programme, including IT systems and applications.
  • Prepare and present complex and sensitive reports and management information to internal and external decision-making bodies.
  • Provide expert advice, guidance, and support on a comprehensive range of technical and professional issues within your area of expertise to various internal and external customers, stakeholders, and suppliers, as required by the Programme.
About You

  • Proven leadership in managing teams and complex projects.
  • Extensive experience in stakeholder management, with the ability to engage and influence at all levels.
  • A track record of successful collaboration with internal and external partners to achieve organizational objectives.
  • Strong understanding of service areas and their interrelationships with other services and external agencies within the Programme's scope.
  • In-depth knowledge of Uniform, Uniform data, IDOX Public and Consultee access, Enterprise, GIS systems, and other digital tools such as PowerBI.
Qualifications:

  • Excellent interpersonal, persuasion, negotiation, and communication skills.
  • Degree-level education in a computer-related field, with relevant certification or equivalent experience.
  • Project Management training and certification.
