The Department administers a Child Maintenance Service (CMS) that assists separated parents in establishing family-based child maintenance agreements. When such arrangements are not feasible, we provide an effective service to ensure that separated parents contribute to their children's welfare.

This role is a prominent and demanding position within the Department’s Finance Group, responsible for leading the team that delivers accounting and financial services to the CMS.

The Client Fund Accounting Team (CFAT), comprising 15 full-time equivalents based in the North East, is tasked with maintaining financial oversight of child maintenance funds collected under statutory schemes managed by the CMS. This is accomplished through:

  • Conducting regular reconciliation processes to ensure accurate recording of all transactions in the CMS Bank Accounts.
  • Authorizing exceptional payments, including compensation and refunds, and addressing complex payment-related issues.
  • Collaborating with system providers to ensure the proper functioning of systems and accurate transaction recording, as well as overseeing system modifications that affect accounting and banking records.

The team also generates internal management reports for relevant stakeholders and prepares the Annual Client Fund Accounts, which undergo independent auditing by the National Audit Office (NAO).

Role Responsibilities

You will oversee the Client Fund Accounting Team (CFAT) to ensure and enhance the financial management of client funds handled by the Department in delivering the Child Maintenance Service.

Your specific responsibilities will include:

  • Ensuring the effective operation of the Financial Investigations & Control, Bank Reconciliation, and Financial Reporting teams.
  • Ensuring the timely submission of high-quality Client Funds Accounts in compliance with HM Treasury directives and accounting standards, including effective collaboration with the NAO during the audit process.
  • Leading a review of:
    • All team processes to identify opportunities for efficiency improvements through automation or data utilization.
    • The client funds accounts systems and digital platforms to ensure they are modern and fit for purpose.
    • The current two-account framework to identify opportunities for streamlining and optimizing account production.
  • Building and maintaining relationships with partners within the Child Maintenance Service and internal stakeholders, including Analysts, Digital, Data, and Policy colleagues.

Essential Qualifications

Applicants must possess a full chartered level professional qualification from a UK-recognized accountancy body: CIMA, ICAEW, ACCA, CIPFA, ICAS, or Chartered Accountants Ireland. We also accept applications from candidates with an international chartered level qualification where a reciprocal agreement exists with ICAEW or where the ICAEW Pathways programme criteria are met. Your membership must be current and active. Please note that technician-level qualifications do not meet the qualification criteria.

Security Clearance

The successful candidate will be required to undergo a National Security Level check.

Hybrid Working Arrangement

This position may allow for hybrid working, where employees split their time between the DWP office and home. This arrangement is voluntary and non-contractual, with the office serving as the contractual workplace. The number of days eligible for remote work will primarily depend on business needs, with personal circumstances also considered.
