Job Role


Responsible for overseeing a designated geographical area, serving as the primary contact for all highway-related concerns, encompassing both urban and rural contexts.

Key Responsibilities:

  • Conduct initial road safety statutory inspections addressing all highway-related matters.
  • Evaluate works by Statutory Undertakers and ensure compliance with the New Roads and Street Works Act 1991 (NRSWA) to uphold the structural integrity of highway assets.
  • Gather, prepare, and present evidence for legal proceedings, inspection fees, and negotiate follow-up invoices and disputes, ensuring appropriate billing for cost recovery.
  • Manage negotiations regarding penalties, defects, and fixed penalty notice charges, while ensuring effective follow-up on invoices and disputes.
  • Verify that licensed applications, such as skips and scaffolds, adhere to the stipulated conditions of their licenses.
  • Investigate and respond to public complaints or inquiries related to activities on the highway by Statutory Undertakers and other entities.
  • Engage with stakeholders, including the public, local representatives, Council staff, adjacent authorities, bus operators, and emergency services on highway issues.
  • Ensure compliance with all relevant county policies and procedures, raising concerns as necessary.
  • Maintain strong, effective working relationships with stakeholders and operational teams.
  • Effectively manage personal workload and resources to guarantee successful project delivery.
  • Foster a robust customer service orientation within the Service, taking customer needs into account whenever possible.
  • Enhance communication with residents, communities, other local authorities, and key stakeholders in a clear and accessible manner.
