Job Overview

This position focuses on addressing legal challenges primarily arising from past military operations, particularly those related to Northern Ireland. The role is crucial in navigating the evolving policy and legislative frameworks that impact Defence and its personnel, including veterans. A key responsibility will be to prepare the team and the Ministry of Defence (MOD) for the new Independent Commission for Information Recovery and Reconciliation. Additionally, you will oversee legacy matters pertaining to operations in Iraq and Afghanistan, as well as manage public inquiries requiring the MOD to supply adequately protected information.

You will collaborate closely with leadership on all policy and litigation matters concerning historical investigations and lead a team of approximately 20 individuals, divided into two specialized units: Northern Ireland legacy policy and public inquiries related to other overseas operations.

Key Responsibilities

1) Northern Ireland Legacy Policy

  • Advocate for MOD and veterans' interests in the formulation of Northern Ireland legacy policies, particularly regarding the Northern Ireland Troubles (Legacy and Reconciliation) Act.
  • Foster relationships across government, providing high-quality advice to ministers and ensuring clear communication of policy positions.
  • Prepare for the operational commencement of the Independent Commission for Reconciliation and Information Recovery, establishing effective processes within MOD to handle information requests while safeguarding MOD interests.
  • Lead the two Northern Ireland Legacy teams, ensuring effective MOD responses to ongoing judicial and broader processes, and collaborate with various defence teams for efficient document disclosure and witness protection.
  • Oversee strategies for complex civil litigation claims related to Northern Ireland, ensuring cohesive defence strategies and collaboration with the claims team.

2) Public Inquiries and Historical Allegations

  • Ensure MOD's effective response to active inquiries involving defence, including significant cases, by providing necessary documentation and witness protection while consulting with relevant stakeholders.
  • Manage the conclusion of the Iraq Fatalities Inspector's remaining caseload and address outstanding historical criminal investigations from Iraq and Afghanistan.
  • Lead MOD's policy development regarding the implications of legal changes, particularly in human rights and armed conflict law, in alignment with ministerial directives.

3) Leadership within the Directorate of Judicial Engagement Policy (DJEP) and MOD

  • In addition to leading your team, contribute to the Senior Leadership Team's strategic decisions regarding DJEP's direction and operations, and spearhead initiatives focused on diversity, inclusion, and professional development.
  • Act as a leader and role model within the broader MOD, engaging in leadership discussions and corporate initiatives.
