About the Team

Hertfordshire County Council's Legal Services team is one of the largest and most successful in local government, providing a comprehensive legal service to clients across the county and district councils, as well as other public sector bodies.

Our lawyers play a crucial role in the council's continued success, upholding high standards for our services and being recognized as a Centre of Excellence by the Law Society's Lexcel quality standard assessor.

About the Role

The Commercial Team, comprising 8 to 10 lawyers specializing in public procurement and commercial law, is a highly effective practice management team that enables lawyers to focus on the law.

You will manage a caseload, with an emphasis on income generation, including complex and high-profile matters, delivering high-quality and timely practical and solution-focused advice to council officers, the Cabinet, committees, and other council bodies.

You will understand the commercial and legal issues surrounding the procurement and award of commercial contracts, as well as the future delivery of services across the council.

You will devise and lead strategically on complex or novel matters, covering key legal principles and timescales, key officers, stakeholders, and senior management involvement, effective communication, risk management, and cost-effective use of internal and external resources.

You will support and encourage colleagues to develop their knowledge and skills, providing support when required on matters ranging from significant capital projects, major procurement projects, academy transfers, and local government matters.

About You

Essential criteria:

  • Qualified solicitor, barrister, or legal executive
  • Extensive knowledge and experience of public sector procurement law
  • Extensive knowledge and experience of commercial contracts
  • Experience of preparing legal documentation in routine/non-complex cases using precedent documentation and preparing and assisting with complex work as part of a project team as required
  • Excellent communicator at all levels

Desirable criteria:

  • Knowledge and experience of local government and public law
  • Knowledge and experience of NEC and JCT construction contracts
