About the Role:
The Harrow Council is seeking a skilled Project Manager to join their Housing and Regeneration Division. As a key member of the team, you will be responsible for the delivery of the Empty Homes capital programme and external funding initiatives.
Key Responsibilities:
- Conduct thorough property inspections to identify necessary works and develop detailed schedules with clear specifications.
- Assess estimates provided by grant applicants, negotiate costs, and determine grant levels within established parameters.
- Collaborate with the Housing Regeneration team to develop and deliver new affordable housing strategies, including asset management and regeneration initiatives.
- Maximize external funding opportunities and work with external partners, such as housing associations and private developers.
- Develop and implement performance management strategies to ensure successful project outcomes.
- Utilize industry-standard financial appraisal models to inform decision-making.
- Proactively manage complex projects, anticipating challenges and providing effective solutions to achieve successful outcomes.
Requirements:
- A level education or equivalent relevant work experience.
- Strong knowledge of housing legislation, property standards, and social housing requirements.
- Experience in assessing property condition, developing specifications, and monitoring project completion.
- Expertise in affordable housing and planning policies, as well as performance management and monitoring.
- Proficiency in using computers and industry-standard software, including financial appraisal models.
- Proven ability to manage large, complex projects and provide effective solutions to achieve successful outcomes.
