About the Role:
We are seeking a highly skilled and experienced Senior Valuation Manager to join our Strategic Property Department at Powys County Council. The successful candidate will be responsible for managing the delivery of the property valuation service and providing effective management of the Council's land and property portfolios.
About the Department:
Our Strategic Property Team plays a crucial role in maintaining Powys County Council's corporate buildings and ensuring they are safe and functional for delivering services to the residents of Powys. The team is responsible for managing a wide range of properties, including workshops, schools, depots, and libraries.
Key Responsibilities:
- Manage the delivery of the property valuation service, providing strategic valuation advice to the Professional Lead, Council's senior management team, and elected members.
- Provide effective management of the Council's land and property portfolios, ensuring they are optimized for maximum revenue and capital income.
- Lead on Council valuation and regeneration/re-development matters, including the preparation and reviewing of Asset Valuations in accordance with RICS Red Book and CIPFA best practice.
- Contribute to the commercial and transactional sections of the estates practice, maximizing capital and revenue income by optimizing the estate through the implementation of the corporate rationalization programme.
- Work with the Commercial Property Manager and the Principal Property Manager to manage the Council's commercial and public building estates, ensuring they are fit for purpose and provide an identified return to the Council.
- Maximize the potential of surplus property assets and capital receipts by identifying the most appropriate method of disposal or reuse.
- Provide a comprehensive range of professional valuation, property management, acquisition, and disposal advice to optimize the effective use of the Council's Property Portfolio.
- Commission and manage the external procurement of the Council's annual statutory asset valuations, undertake rent and rate reviews, and commission and manage the business rate appeals process as necessary to reduce revenue expenditure.
- Work with Elected Members, Executive Directors, Heads of Services, senior managers, and other internal and external stakeholders to ensure the continuous development and improvement of valuation and property management practices.
