About the Role

We are seeking a highly skilled Transport Planner to join our Highway Development Management Team at Leicestershire County Council.

As a Transport Planner, you will be responsible for providing effective transport assessment and input on strategic masterplan sites, pre-application enquiries, outline planning applications, reserved matters applications, and planning appeals as necessary.

You will also provide effective development management input and support to the development plan process, policy making, and guidance.

Additionally, you will engage in effective negotiation to secure and where necessary deliver highways and transportation mitigation for development proposals, including through Section 106 discussions and identifying other funding sources as appropriate.

You will be responsible for delivering effective partnerships and working relationships with statutory, voluntary, private agencies, and communities.

Furthermore, you will provide technical advice to members, partners, and stakeholders.

About You

To be successful in this role, you must have excellent communication skills, knowledge of highway development management or land use planning, effective negotiation with external organisations, and experience of collaborative working with customers and key stakeholders to deliver outputs and outcomes.

You must also have the ability to conduct packages of transport analysis or assessment work, excellent numerical and analysis skills to assess transport data and trends, and the ability to work to tight timescales and to agreed targets.

We also expect you to have an understanding of, and commitment to, equality, diversity, and inclusion.
