About the Role

We are seeking a highly skilled and experienced Land Referencing Manager to join our team at East West Rail. As a key member of our DCO Planning Land and Consents Management Community, you will play a critical role in the delivery of our infrastructure programme.

Key Responsibilities
  • Develop and implement effective land referencing strategies and processes to support the successful delivery of our Development Consent Order (DCO) application.
  • Lead the development and delivery of key DCO deliverables, including land plans, Book of Reference, Statement of Reasons, and associated notices.
  • Manage land referencing work to meet diligent enquiry standards, ensuring compliance with legal requirements and minimizing risk to the project.
  • Collaborate with our Planning Team to support the integrated programme and ensure seamless delivery of land referencing activities.
  • Develop and coordinate the iterative feedback process between land workstreams, design development, and construction planning.
  • Identify acquisition boundaries and serve land and property notices during the DCO pre-application stage, securing land for delivery and operation of the EWR project.
  • Support the improvement of systems and processes to manage land data and deliverables.
  • Project manage land referencing workstreams, including the land and property supply chain, to meet agreed timescales, cost, budget, and governance processes.
  • Monitor and prepare reports for senior managers, ensuring timely and accurate information.
Requirements
  • Proven experience in delivering land referencing and service of notices in line with statutory processes, such as DCO applications for Nationally Significant Infrastructure Projects.
  • Comprehensive depth and range of experience in developing and delivering land referencing strategies and processes for major projects, leading multi-disciplinary teams and suppliers.
  • Experience of maintaining effective external relationships at senior levels, understanding stakeholder needs and priorities, and influencing skills to achieve results at pace.
  • Experience as a senior professional in the delivery of projects involving management of a land acquisition programme involving hundreds of land interests.
  • Experience in assessing and demonstrating compliance with statutory, regulatory, and professional requirements.
  • Project management experience, including management and integration of a range of suppliers to deliver an overall programme of activities to acquire land and property.
