Job Description

Job Title: Contracts Officer

Job Summary:

We are seeking a highly organized and enthusiastic individual to join our Procurement team as a Contracts Officer. The successful candidate will be responsible for the overall management of the Trust's maintenance and service contracts.

Key Responsibilities:

  • Undertake eProcurement systems support activities to ensure efficient and effective purchasing processes.
  • Assist in ensuring that the Trust's purchasing activities are undertaken in a timely and cost-effective manner.
  • Responsible for sourcing goods, negotiating best value, and processing supplier transactions.
  • Work closely with the Trust's Accounts Payable section to match orders to invoices and resolve any outstanding issues.
  • Deal with any issues requiring investigation, such as goods returned to suppliers, and work with the Trust's finance team to bring to resolution.
  • Produce regular management reports to ensure that users have the appropriate information to aid business decision-making.
  • Provide management information as and when requested.
  • Provide routine advice to the Trust's departments and project teams on tendering requirements, ensuring that the procurement process is run smoothly and in the best interests of the Trust.
  • Have day-to-day responsibility for advising upon and undertaking procurement activities, including the purchase of goods and services up to a maximum of £50k.
  • Provide professional procurement advice and supporting documentation to focus groups set up to consider the Trust's purchasing activities.
  • Support clinicians in organizing product trials, analyzing quotations, and undertaking evaluations to ensure best value purchasing practice.
  • Ensure that recommendations for purchases are fully explained using relevant evaluation criteria, delivered in accordance with timescales and within budget.
  • Assist the eProcurement manager in maintaining the Trust's purchasing catalogues, ensuring accurate, relevant, and up-to-date information.
  • Work in conjunction with NHS Supply Chain, Shared Business Services (SBS), and other relevant collaborative organizations to ensure that the Trust is maximizing benefits through nationally awarded agreements where possible.
  • Support the Trust's eProcurement manager in ensuring that the terms of these agreements are reflected within the Trust's catalogues.
  • Provide support and advice to the internal users of the Trust's procurement system.
  • Manage the commercial interface between the Trust and the market place through regular contact with end users and supplier representatives.
  • Keep abreast of changes within the Trust and external markets, ensuring that key users are updated as required.
  • Develop opportunities to work in partnership with other Trusts to improve value for money.
