About Norfolk County Council:
This is a pivotal moment to join Norfolk County Council Children's Services, following a successful evaluation by Ofsted, and to contribute to the Partnerships, Schools, and Communities directorate. Our innovative School and Community model, along with the ongoing implementation of the Start for Life and family hubs model, aims to support families with children who have special educational needs and disabilities (SEND).

These new initiatives allow us to build upon the excellent work already in progress, enhancing skills and capacity to ensure timely support for children, young people, and families.

Our operational methods are grounded in relationship-based practices, utilizing frameworks such as Signs of Safety, Solihull, Communities of Practice, Joint Agency Group Supervision, Restorative practices, and Family Networking.

We aspire for children, young people, and their families in Norfolk to receive timely support, enabling them to thrive. By collaborating as a prevention and early help system, we can ensure that more families receive appropriate assistance when needed.

Role Responsibilities:
The position is part of Norfolk's family hub network, serving as a job share Team Leader for Community Engagement. We are looking for an experienced leader who can collaborate effectively with another manager and engage with various stakeholders.

Key Responsibilities Include:

• Provide leadership and management to the Community Engagement service in South Norfolk, ensuring that families receive timely and appropriate support.

• Collaborate with partner organizations and stakeholders to develop and manage the family hub approach, ensuring families receive consistent and high-quality assistance.

• Oversee and ensure the quality of Early Help Assessments and Plans (EHAPs) within the locality, deploying team resources to support local communities, schools, and partner agencies in delivering high-quality early help services.

• Foster and lead multi-agency partnerships within the locality, ensuring effective resource targeting and building strong relationships with early education and childcare providers, local schools, and community organizations to support vulnerable children and their families.

• Utilize available data and local insights to assess community needs and shape local services, working collaboratively to plan place-based responses as part of the family hub initiative.

• Facilitate a community of practice with stakeholders within the family hub network, promoting partnership working with statutory and voluntary agencies to enhance services and achieve efficiencies.

• Support the implementation of EHAP across the locality, providing guidance and professional training to ensure early help is a shared responsibility.

You will be an integral part of the Communities and Partnerships management team, working alongside the Head of Service to deliver high-quality services through quality assurance and professional development initiatives that promote outstanding outcomes for children, young people, and their families, in collaboration with educational providers.
