Position Overview

Salary Range: £38,550 to approximately £45,350 based on qualifications and experience. Additionally, a flexible benefits fund of 15% is provided on top of the base salary and is fully pensionable, along with a variety of competitive benefits available on our website.

Role Responsibilities:
  • Oversee the effective planning and execution of the possessions program in collaboration with Construction Delivery Teams and the supply chain.
  • Work alongside the Acquisitions Case Owner to ensure that the circumstances of land and property owners are considered, while also advancing the delivery program.
  • Manage the Handback program, coordinating with Construction Delivery teams, Project Controls, and the Area or Phase L&P team, while contributing to resource forecasts.
  • Facilitate the granting of utility land rights on behalf of the Secretary of State to utility companies.
  • Engage in the delivery of possessions and enforcement of land and property through Compulsory Purchase Orders (CPO).
  • Directly manage sensitive cases, ensuring that landowners receive the best possible service during challenging circumstances.
  • Establish clear expectations and high standards for the supply chain, holding them accountable for the delivery of possessions, handbacks, and disposals.
  • Utilize best practice project management methodologies to ensure stakeholder engagement and the timely implementation of plans within budget.
  • Produce high-quality documentation related to possessions, handbacks, and disposals, including rights and licenses issued to landowners.
  • Plan and execute land or property handbacks in accordance with established policies.
  • Support the implementation of disposal policies and oversee the disposal of specific sites.
  • Ensure compliance with Data and Information Management responsibilities.
  • Report progress, issues, and risks to the Programme Manager and participate in program review meetings using established reporting templates.
  • Manage risks effectively, including the development of contingency plans for complex possessions.
  • Drive the supply chain to meet time, cost, and quality standards while promoting HS2 Values in interactions with landowners.
  • Escalate serious concerns regarding upcoming possessions to the Programme Manager and Acquisitions Manager.
  • Actively promote and integrate Equality, Diversity, and Inclusion (EDI) in all work processes, supporting organizational initiatives and policies related to EDI.
Candidate Profile:

Essential Skills:
  • Proficient in Project and Programme Management.
  • Adept at compiling and analyzing data, with the ability to create reports and presentations for senior stakeholders.
  • Experienced in using Microsoft Excel, Project, and various database software.
  • Skilled in building relationships with key stakeholders and influencing outcomes.
Knowledge Requirements:
  • Experience in managing projects or programs.
  • Understanding of supply chain contract obligations and requirements.
Experience:
  • Background in a matrix organizational environment with shifting priorities, requiring adaptability and a focus on practical delivery.
  • Experience in property or project management.
  • Proven track record in managing and enhancing performance within the supply chain.
