About the Role
Digital Catapult is seeking a skilled Senior Procurement Specialist to enhance our Procurement Team. This team is pivotal in ensuring compliance with procurement regulations, specifically under the public contracts' framework. The role encompasses a comprehensive approach to managing procurement processes, from initial consultations with business partners to executing procurement activities and awarding contracts.
Key Responsibilities
- Oversee and execute procurement activities in alignment with Digital Catapult's standards and public procurement regulations.
- Facilitate the tendering process and manage end-to-end procurement functions.
- Develop and refine procurement documentation, templates, and operational processes.
- Assist the organization in utilizing an e-procurement platform for efficient procurement management.
- Gather and analyze management data to prepare reports for the Procurement Department and support audit preparations.
- Review and authorize requisitions, ensuring compliance with procurement governance.
- Address challenges related to sourcing alternative suppliers for cost or delivery issues.
- Provide training and guidance to internal teams throughout the procurement lifecycle.
Qualifications
- Proven expertise in UK public procurement law and practices.
- Experience in a procurement role within either the public or private sector, with a track record of offering specialized advice and managing procurement risks.
- Strong grasp of public sector procurement regulations and internal procedures, promoting best practices across the organization.
- CIPS certification is preferred but not mandatory.
- Ability to resolve complex procurement issues through thorough analysis and clear communication.
- Exceptional attention to detail, organizational skills, and strong verbal and written communication abilities, including negotiation and relationship management.
- High level of integrity and confidentiality, with the capability to work independently and collaboratively within a professional team.
- Proficient in computer applications, particularly MS Excel and Word.
- Commitment to customer satisfaction and effective stakeholder management.
