About the Office for Budget Responsibility

The Office for Budget Responsibility (OBR) was established to deliver impartial evaluations of the economy, public finances, and fiscal sustainability. Our mission includes providing independent forecasts of economic conditions and public finances to guide the Government's fiscal policy choices, analyzing the effects of governmental policy decisions on public finances, and evaluating the likelihood of achieving fiscal targets set by the Government. We produce comprehensive reports on long-term fiscal sustainability, fiscal risks, and trends in welfare expenditure, alongside a broader research agenda into economic and fiscal matters.

The OBR consists of the Budget Responsibility Committee (BRC) led by Richard Hughes, alongside Professor David Miles and Tom Josephs, supported by approximately 50 civil servants, including economists, public finance analysts, and administrative staff. As a compact organization with a flat hierarchy, all positions provide direct interaction with senior personnel and opportunities to cultivate relationships with stakeholders across the government, as well as to manage various work programs. This role offers the chance to engage flexibly with a variety of significant issues, responding to policy developments and other demands. Additionally, it presents an excellent opportunity to enhance your ability to convey insights succinctly to non-specialists, such as by contributing to sections of published reports.

About the Team

The OBR comprises around 25 professionals focused on fiscal matters, including fiscal analysis, forecasting of revenues, expenditures, and financial transactions, scrutiny of Government policy costings, and additional analysis related to the devolved responsibilities of the Scottish and Welsh Governments.

We are seeking a senior analyst to join our expenditure team, which consists of five members. The team's responsibilities include generating the OBR's spending forecast, conducting associated analyses, and contributing to the fiscal chapter of the Economic and Fiscal Outlook (EFO) published biannually. Beyond forecasting, team members engage in the OBR's analytical and research initiatives, including working papers and the development of methodologies, tools, and models. They also play a significant role in the OBR's key publications, such as the Forecast Evaluation Report, Fiscal Risks and Sustainability Report, and Welfare Trends Report.

Role Responsibilities

The position will be tailored to align with the successful candidate's skills and organizational needs, but core responsibilities are expected to include:

  • Overseeing the production process for the welfare spending forecast, guiding analysts across departments and ensuring quality assurance.
  • Collaborating with the OBR's policy costings and indirect effects teams to evaluate the fiscal and economic ramifications of welfare policies.
  • Contributing to the presentation and communication of welfare spending forecasts during fiscal events and leading the drafting of relevant sections in key OBR publications, including the Economic and Fiscal Outlook and Forecast Evaluation Report.
  • Managing stakeholder relationships with the Department for Work and Pensions, the Treasury, and other governmental departments, effectively representing the OBR in meetings and discussions.
  • Leading the delivery, analysis, and drafting of the OBR's biennial Welfare Trends Report.
  • Contributing to the OBR's broader analytical agenda, including core and ad-hoc publications, as well as relevant website content.
  • Providing line management to one range D analyst, who will assist with analytical support.

Essential Qualifications:

  • A bachelor's degree in an analytical discipline or equivalent practical experience (applications will be considered from candidates with proven success in managing public spending data and processes).
