Role Responsibilities

The Chief People Officer will be responsible for establishing a definitive strategic vision for HMRC to cultivate an exemplary workplace. The incumbent will prioritize the employee experience and work environment in all initiatives, aiming to foster a productive and effective workforce.

As the CPO, you will spearhead an ambitious workforce transformation agenda, which encompasses:

  • Guiding the organization in implementing operational model adjustments.
  • Introducing a new learning framework.
  • Revising HR processes, tools, and support systems.

As a vital member of HMRC’s Executive Committee, you will collaborate with Board members and Non-Executive Directors to promote and execute superior workplace and workforce services. Furthermore, as a senior figure within the broader Civil Service HR community, the CPO will engage across governmental and external networks to proactively address future workforce challenges.

Key Duties of the Chief People Officer:

  • Formulating HMRC’s workforce and workplace strategies.
  • Overseeing the execution of these strategies.
  • Delivering workforce and workplace services to the Department and its clients, including shared services to the Unity cluster.
  • Advising the Chief Executive and HMRC Board on the recruitment, development, and management of senior talent.
  • Contributing significantly to the leadership of HMRC as a member of the Executive Committee.
  • Influencing broader Civil Service workforce and workplace policies and strategies.
  • Leading the expanded HMRC Chief People Officer Group, which will integrate colleagues from various departments.

Candidate Profile

The ideal candidate will be a forward-thinking HR professional with a proven history of strategic and operational success.

You will have experience in driving transformation through cultural and systemic changes while effectively partnering with business leaders. A deep understanding of how the People agenda enhances workforce satisfaction, productivity, and efficiency is essential.

  • Extensive experience as a senior HR professional with a successful track record in aligning people strategies with organizational goals within a large, complex organization.
  • Demonstrated success in inspirational leadership and managing large, diverse teams across multiple locations.
  • Proven experience in developing and implementing workforce planning in a complex environment.
  • Ability to engage collaboratively with a wide range of stakeholders at senior levels.
  • Strong influencing skills, with the credibility to partner with top-level executives.
  • Experience in leading enterprise-wide transformations while balancing functional delivery.
  • Commitment to ongoing professional development and membership in the Chartered Institute of Personnel and Development (CIPD).
