Job Purpose

The Procurement Manager - Supply Chain Expert will play a key role in covering various spend areas and ensuring that supporting activities, including systems management and reporting, are completed in line with institutional and statutory needs.

Key Responsibilities

  • Manage procurement processes and ensure compliance with Scottish/UK procurement legislation.
  • Develop and maintain strong relationships with stakeholders, including institutional customers and suppliers.
  • Provide expert guidance and support to customers and suppliers, promoting APUC Ltd as a trusted source of procurement expertise.
  • Collaborate with the procurement team to identify opportunities for process improvement and cost savings.
  • Develop and implement effective procurement strategies to meet the needs of APUC Ltd and its customers.

Requirements

  • Highly responsive customer management skills.
  • High intellectual calibre, with the highest ethical standards.
  • Membership of the Chartered Institute of Procurement and Supply (CIPS) or willingness to study towards it.
  • Essential competencies of clarity of purpose, self-confidence, integrity, and strong influencing power.
  • Operational knowledge of Scottish/UK procurement legislation and its application in the HE/FE sector.
  • Good understanding of the key ethical, social, and environmental impacts of multi-level supply chain management.
  • Conversant with generic legal aspects of supply chain management.
  • Understanding of multi-round price/supply management negotiation and contract drafting and negotiation.

Desirable Skills

  • Experience of project management processes and meeting demanding targets and deadlines.
  • Purchasing experience in an organisation with best-in-class public sector procurement practices.
  • Tendering and supply chain management methodologies.
  • Data analysis experience and production of management reports.
  • Advanced spreadsheet skills and ability to use financial models to present efficiency performance.

  • Build strong working relationships with all stakeholders, including institutional customers and suppliers.
