Position Overview

We are seeking a Director of Policy and Capability to become a vital part of the Parliamentary Commercial Directorate at the House of Lords. This distinctive role involves overseeing the formulation and execution of the UK Parliament's commercial policies, templates, processes, and training initiatives. You will play a crucial role in advancing the transformation of Parliament's commercial operations. Your contributions will significantly influence the design and execution of policies that not only enhance the value for money in Parliament's procurements and contracts but also align with the House's strategic goals and objectives.

This is an exceptional opportunity for an individual who excels at fostering strong collaborative relationships with colleagues and subject matter experts. Your expertise in public procurement will be instrumental in continuously refining processes, enhancing service delivery, and building the capabilities of others. Additionally, this role offers a rare chance to engage with the Parliamentary Estate at least two days each week.

Key Responsibilities

Your main responsibilities will include:

  • Leading your team and the broader function, embodying the values and principles of both Houses by exemplifying Respect, Inclusivity, Professionalism, and Responsibility.
  • Establishing and executing the strategy for commercial policy and capability enhancement across Parliament, in partnership with the Contract & Supplier Management Team to ensure alignment with the Contract Management Rules.
  • Overseeing the comprehensive development process for commercial policy, guidance, and templates, including our Best Practice Guide.
  • Driving the implementation of necessary changes to effectively adopt the forthcoming public procurement regulations.
  • Clearly and succinctly communicating new and revised policies and guidance to PCD team members, client teams, and relevant stakeholders, including Board-level members when appropriate.
  • Formulating and executing a Commercial Capability Strategy that supports all aforementioned objectives, enhancing existing commercial expertise within PCD while fostering commercial awareness throughout the UK Parliament. This will encompass the design and delivery of commercial training programs.

Candidate Profile

We are looking for candidates who possess:

  • A profound understanding of public sector procurement methodologies and the policies, templates, processes, and training essential for ensuring compliance and achieving outstanding commercial results.
  • Experience in developing guidance focused on the application of commercial policies and procedures in a dynamic, high-profile environment.
  • Exceptional skills in creating clear, concise, and comprehensive briefing and training materials.
  • The confidence to engage with stakeholders at all levels of seniority and commercial expertise, tailoring content and presentation style to effectively meet the needs of diverse audiences.

Preferred Qualifications

It would be advantageous if you have:

  • Experience in designing commercial policies that align with broader organizational objectives to enhance the strategic contributions of the commercial function.
