Position Overview
The Emergency Preparedness, Resilience, and Response (EPRR) function is a fundamental aspect of the NHS, mandated by the Civil Contingencies Act (CCA). The NHS is tasked with responding to emergencies as outlined in the NHS Act. NHS England plays a pivotal role in EPRR, addressing various potential threats identified in the National Security Risk Assessment and leading the NHS's response during critical situations. These situations can range from severe weather events to outbreaks of infectious diseases, major transportation incidents, or acts of terrorism.
An exciting opportunity has emerged for an NHS Emergency Preparedness Officer within the NHS Resilience Team. The successful candidate will collaborate with a proactive team to execute essential components of the operational work program.
Key Responsibilities
The primary duties of this role include:
- Assisting the Resilience team in the effective execution of national EPRR policies.
- Facilitating collaborative efforts across the NHS Resilience team.
- Participating in designated on-call schedules, both during and outside regular hours.
- Undergoing security vetting to the necessary level.
The NHS Resilience team is dedicated to supporting NHS England and the broader NHS in England in planning and responding to a diverse array of incidents and emergencies that may impact health or patient care. The Response function within the team ensures that NHS organizations meet their statutory obligations to respond to and recover from all business continuity challenges, major incidents, and significant operational disruptions, thereby maintaining a focus on patient and population well-being. The Planning function encompasses broader System Resilience, leads the preparation for national events, and oversees the National Operations Centre and Business Support functions.

Collaborative efforts across all segments of the NHS resilience team nationally, as well as with regional colleagues, are essential to foster a shared understanding of challenges, a unified methodology, and a collectively enhanced incident management framework.

Essential Qualifications
Required Skills
- 1. Demonstrated experience in effective Emergency Preparedness, Resilience, and Response (EPRR) qualifications.
- 2. Familiarity with the Civil Contingencies Act and related statutory and non-statutory guidance.
- 3. Understanding of the NHS EPRR Framework and associated documentation and guidance.
- 4. Willingness to be on call for the NHS Resilience team.
- 5. The successful candidate must complete National Security Vetting to SC level.
