Reporting directly to the Head of Value Optimization, the primary objective of this position is to assist in the formulation and execution of a Value Optimization ('VO') strategy for Police Scotland, ensuring alignment with public sector best-practice standards.
This role will oversee the execution and management of the assurance framework, providing support to business leaders and conducting evidence-based evaluations of all Value Optimization assessments. It is crucial for VO to foster a culture of continuous improvement within Police Scotland, and this position will play a key role in advocating for VO principles consistently. Demonstrating the effective use of limited resources in delivering essential services to the communities of Scotland is vital for the ongoing successful operation of Police Scotland.
The incumbent will promote a positive ethos of sustainable development and continuous enhancement across Police Scotland, ensuring optimal value for public expenditure throughout the organization.
This role will also contribute to the design of processes that guarantee thorough scrutiny of Value Optimization is conducted through proportionate, risk-based internal assurance evaluations and critical assessments of reported outcomes. The position will lead and communicate tailored recommendations for enhancement and develop reporting frameworks to ensure that the Audit and Risk Board, as well as the Corporate Management and People Board, are adequately informed of findings, progress, and outcomes.
Additionally, this role will document and substantiate the extent to which effective Value Optimization decision-making has occurred and the reliability of structures and arrangements in delivering Value Optimization. This evidence must withstand professional external scrutiny.
The individual in this role will cultivate collaborative relationships and partnerships with a variety of external stakeholders who have a legitimate interest in the delivery of Value Optimization, engaging with relevant governmental bodies and auditors to ensure preparedness and the integration of best practices. The role holder will also employ benchmarking, horizon scanning, and best practice methodologies to effectively assess the organization's performance and learn from comparable entities both within Scotland, the UK, and internationally, positioning Police Scotland as a leader in Value Optimization.
This is a crucial role associated with fundamental organizational risks, necessitating a strong, experienced individual capable of influencing senior colleagues and achieving the desired outcomes.
