Edinburgh, Edinburgh, United Kingdom Ministry of Defence Full time

Job Overview

The 51 Infantry Brigade and Headquarters (HQ) Scotland serves as a pivotal Regional Point of Command (RPoC), overseeing the foundational support and lived experiences of all British Army personnel and their families in Scotland. We act as the British Army's liaison with the Devolved Administration, the Scottish populace, and the Office of the Secretary of State for Scotland. Furthermore, we provide essential staff support to the General Officer Scotland (GOS) to fulfill the Army's needs in Defence and to showcase the value of the British Army in Scotland (BAS), its institutions, communities, and citizens.

Join Us

If you aspire to contribute to the Civil Service Operational Delivery Profession and assist the Army in achieving its objectives, we encourage you to explore this opportunity.

As the enabling HQ, the Brigade coordinates, allocates resources, and supports GOS in engagement initiatives that benefit the BAS. Additionally, the Governor of Edinburgh Castle plays a ceremonial role, hosting and engaging with VVIPs as necessary.

This role presents an exciting chance for individuals eager to embark on a new career journey.

The Ministry of Defence employs over 50,000 Civil Servants, with the Army Top Level Budget (TLB) comprising around 7,000 MOD Civil Servants across more than 300 locations. Our workforce is diverse, encompassing roles from trainers and human resources to psychologists and project managers. Various functions and professions contribute to delivering key outputs for the Army, making data utilization essential for understanding our workforce.

This position is structured for 37 hours per week.

Role Responsibilities

Located at the HQ in Redford Cavalry Barracks, Edinburgh, you will work collaboratively with colleagues from Human Resources, Finance, and Commercial sectors to facilitate strategic planning, management, and execution of all corporate workforce and business services, supporting the Brigade Commander and Regional Command Senior Business Manager in fulfilling their delegated responsibilities.

As a seasoned business manager leading a small team of Civil Servants, your responsibilities will include:

  • Conducting workforce and resource planning (with oversight of financial management) to align with the Brigade’s Command Plan, including support for workforce transformation and efficiency initiatives.
  • Providing workforce advice and guidance to employees and managers to foster high engagement, attendance, and performance while nurturing talent and skills.
  • Overseeing workforce financial management, governance, assurance, and compliance to support executive-level boards and performance reporting, leveraging insights, data, and Management Information (MI).
  • Enhancing the culture and lived experience of the workforce, including performance management and reward & recognition processes.
  • Implementing a structured change management approach to drive continuous improvement and achieve excellence in business services and capabilities.
  • Acting as the Lead Civil Servant, advocating for the civilian workforce, ensuring effective communication processes, and championing the civilian contribution to Brigade outputs.

Candidate Profile

This position requires a confident, innovative, and experienced leader with a proven track record of success and exceptional skills across various domains. You will build effective relationships with both Civilian and Military staff, as well as external stakeholders, within our area of responsibility. Your role will involve providing reliable guidance and assistance.

Essential Qualifications

  • Outstanding oral and written communication skills to convey complex, sensitive, and often contentious information to stakeholders in support of decision-making.
  • Ability to navigate uncertainty and engage, influence, and negotiate with diverse stakeholders effectively.
  • Proficiency in coordinating multiple workstreams and planning over varying timeframes while adjusting business and resource planning as needed.
  • Strategic thinking capabilities to anticipate and resolve issues proactively and make decisions on challenging matters.
  • Experience in delivering continuous improvements or changes to enhance business processes or services.
  • Adept at responding to unexpected demands, prioritizing your work and that of others.
  • Line management experience and leadership skills to support, develop, and motivate a team, ensuring effective delivery and a positive working culture.

In addition to a competitive salary, the Ministry of Defence contributes significantly towards your membership in the Civil Service Defined Benefit Pension scheme. The Army values being a supportive employer and promotes flexible working arrangements to help maintain a healthy work/life balance.

Additional benefits for Army civil servants include:

A modern apprenticeship combines work and training, allowing you to gain a professional qualification, practical experience, and essential skills for your current role and future career development.

Where business needs permit, some roles may allow for a mix of office and home-based working, with a minimum expectation of 60% of working time spent in the office.
