Bristol, Bristol, United Kingdom Ministry of Defence Full time

Position Overview

Are you interested in engaging with critical Defence matters and contributing significantly to the national security of the United Kingdom?

The Defence Nuclear Organisation (DNO), established in April 2016, is dedicated to providing nuclear capabilities that deter threats and safeguard our nation.

The DNO manages all Defence nuclear activities (excluding operational tasks) and is tasked with ensuring nuclear deterrence; overseeing the Defence Nuclear Enterprise (comprising all organizations, programs, and personnel that support the UK's nuclear deterrent); and advising on UK nuclear policy, strategic planning, and international collaboration on nuclear issues.

For over 60 years, the UK's independent nuclear deterrent has served to counter the most severe threats to our national security and the well-being of our NATO Allies. To maintain a credible and effective nuclear deterrent as long as necessary, we are developing four new nuclear-armed submarines, known as the Dreadnought Class, and modernizing our nuclear warheads. These renewal initiatives will leverage cutting-edge technology and exemplify the excellence of British industry in science and engineering.

At DNO, we are committed to fostering a diverse and inclusive environment, recognizing that such diversity is essential for a successful organization. We believe that varied perspectives, experiences, and ideas enhance decision-making, creativity, and innovation. Our culture celebrates differences, ensuring our team members feel supported, included, and empowered. Join us in making a meaningful impact in an organization that genuinely values diversity and inclusion.

The Nuclear Transport Operations (NTO) program is executed by the Nuclear Transport Operations Group (NTOG), which collaborates with various Defence and Industry stakeholders. In this collaborative effort, the DNO team serves as the "NTOG HQ," responsible for planning and executing the program, coordinating inputs from other NTOG entities, and engaging with broader NTO stakeholders, including civilian emergency authorities, military installations, and regulatory bodies.

Within the NTOG HQ, the Technical Assurance function aims to establish and uphold engineering standards for NTOG HQ-related activities, ensuring that safety, security, and performance requirements are consistently met and maintained.

This role can be based in multiple locations with regular travel between sites.

Role Responsibilities

This position is offered at 37 hours per week.

The NTOG operates under the guidance of six regulatory authorities. The successful candidate will be part of the Technical Assurance team within NTOG, serving as the primary contact for all aspects related to NTOG Nuclear Security Management.

Key responsibilities include:

  • Delivering an NTOG security assurance program in collaboration with NTOG stakeholders to ensure effective operational delivery and planning, while working with DNO Security Assurance teams to meet local security protocols, departmental policies, and regulatory standards.
  • Developing and implementing compliant Transport Nuclear security policies and plans for the DNO Transport Operating capability, ensuring their effectiveness through internal audits and assurance processes.
  • Acting as the Intelligent Customer for all contractual outputs to fulfill Transport Nuclear Security Requirements.
  • Utilizing knowledge of policy and regulatory expectations to evaluate, document, and categorize changes associated with each proposal.
  • Ensuring thorough scrutiny and diligence are applied to scope, specifications, or programmatic changes in accordance with regulatory boundaries and compliance with Safety & Security Authorisation Conditions, as well as Defence Security Regulations.
  • Managing Hold Point Control Documents and ensuring timely delivery of Hold Point criteria.
  • Coordinating the development of regulatory claims and supporting documentation, creating assurance compliance statements as necessary.

This position is listed on the MOD Civilian Nuclear Post Control List (PCL) and may be eligible for the Nuclear Recruitment and Retention Allowance (RRA), which is discretionary. Being on the PCL does not guarantee entitlement to the RRA, which is not a contractual allowance and may be modified or withdrawn without notice in accordance with MOD policies.

Hybrid and flexible working arrangements may be considered for this role, but regular workplace attendance is required due to security constraints. Candidates are encouraged to discuss their preferences with the recruiting line manager prior to applying.

This is a non-contractual arrangement, with all office-based employees expected to spend a minimum of 60% of their working time in the office, subject to capacity and necessary workplace adjustments. Attendance for official business or work in another MOD office will also count towards this requirement. Further information regarding this arrangement can be requested from the Vacancy Holder.

Please note that the post does not offer relocation expenses.
