Finance Performance Analyst

We are seeking a Finance Performance Analyst to become part of the Adult's Social Care unit within the Financial Performance and Support team at Central Bedfordshire Council.
In this role, you will support the Senior Finance Business Partner in formulating accounting practices, budgeting strategies, and providing financial counsel while ensuring effective management of the authority's medium-term financial strategy, revenue budgets, capital programs, and annual financial statement processes. This position reports directly to the Senior Finance Business Partner.
Key Responsibilities:
As a finance analyst, you will oversee a small team, reporting to the Senior Finance Business Partner. Manage, inspire, and develop the Senior Finance Officers by coordinating and planning their tasks and monitoring progress to ensure compliance with statutory regulations and organizational policies. Provide assistance to the Senior Finance Business Partner. Lead the timely and precise monitoring of budgets (both revenue and capital), ensuring that forecasts are submitted by budget managers and providing thorough evaluations. Prepare quarterly draft financial reports for the Corporate Management Team (CMT). Liaise with and advise budget holders, particularly regarding budget management, forecasting, savings, and related issues. Contribute to the Financial Planning processes, offering advice and recommending solutions to challenges that may arise in developing a Medium-Term Financial Plan. Provide financial advice, guidance, and support across revenue and capital projects. Maintain accounting arrangements for one or more Service Groups, including the upkeep and reconciliation of appropriate revenue accounting records, preparation of year-end accounts, provision of financial management information, preparation of grant claims, and statutory returns. Conduct financial appraisals of projects and initiatives, including the implications of new legislation. Utilize business intelligence to formulate and assess financial options. Prepare reports for members, briefing notes, and publications concerning the Council's financial plans and budgets.Please note that this list of responsibilities is not exhaustive, and you may be required to undertake any activity specified within the job family attached.
Candidate Profile:
You will be CCAB (or equivalent) qualified or working towards qualification, demonstrating the drive, determination, and enthusiasm to deliver high-quality service. Possess public sector accounting and budgeting experience. Have knowledge and experience of the reporting requirements for local authorities. Experience in staff management. Ability to work independently with minimal supervision. Capable of analyzing and interpreting information from various sources and presenting outcomes in an appropriate format to meet reporting deadlines. Extensive knowledge of financial IT systems. Excellent written and verbal communication skills. Systematic approach to tasks. Ability to comprehend and convey complex technical and professional issues. Strong interpersonal skills to establish and maintain effective working relationships. Ability to perform effectively under pressure.If you possess strong analytical and financial modeling skills and are an excellent communicator and team player, we would be eager to hear from you. Experience within a local authority is advantageous but not essential, as we provide comprehensive training and support.
