We are seeking a qualified senior accountant to join the Finance Procurement & Investment Support Team within our Finance and Assurance Services Directorate (FAS) to contribute to this mission. You will gain a comprehensive understanding of our operations, collaborating with colleagues and stakeholders across various disciplines to advance our agenda.
Key Duties and Responsibilities
This role primarily focuses on Financial Modeling and Investment Appraisal through effective business collaboration.
As a member of the Finance Procurement & Investment Support Team, you will lead and provide expert guidance, support, and constructive challenge on Procurement and Project Business Cases.
The DVLA is committed to helping staff reach their full potential and will work with you to identify areas for development. For example, you will receive support to become a subject matter expert on the Treasury Green Book and other investment appraisal guidelines.
Your responsibilities will include promoting and communicating best practices regarding the financial components of business cases across the Agency.
The main duties include, but are not limited to:
- Acting as a subject matter expert on financial regulations.
- Providing expert advice on developing business cases in accordance with the Five Case Model, focusing on financial and economic aspects and suitable investment appraisal techniques (including DCF, NPV, and BCR); advising on affordability and value for money.
- Engaging in Business Partnering, collaborating with key stakeholders and Subject Matter Experts to gather data for business case cost models.
- Supporting efficiency initiatives (including for Spending Reviews) by identifying savings in business cases.
- Serving as a Centre of Excellence / Subject Matter Expert for the financial elements of both Project and Procurement business cases, particularly regarding economic and financial considerations.
- Providing assurance to the Finance Director and Accounting Officer that decisions comply with all relevant financial controls and delegated authority.
- Preparing Investment documents for presentation at relevant Board meetings and attending those meetings as necessary.

Candidate Profile
Successful candidates will demonstrate experience in:
- Developing and reviewing investment appraisals and business cases.
- Creating and evaluating financial models.
- Conducting detailed reviews of assumptions, costs, evidence, and benefits included in investment appraisals and business cases.
- Applying best practices in a proportionate and value-adding manner.
- Exhibiting strong Business Partnering, interpersonal, and relationship-building skills, with the ability to communicate effectively with diverse audiences and promote collaborative working across the Agency.
- Utilizing advanced skills in Excel, Word, and PowerPoint.
You will be a CCAB or equivalent member, capable of seeing the broader picture, understanding high-level plans, and anticipating the long-term implications for a business area. You will lead the development of financial analyses, models, or reports and present the findings. You can provide financial guidance and work independently, meeting tight deadlines while ensuring compliance with policies and procedures.
Due to the evolving nature of the business, vacancies may arise at any time. Therefore, this campaign may create a reserve list to fulfill demand if it arises, which will be maintained for a period of 12 months.
