Job Summary

The Project Building Surveyor role in the Programme & Project Management Section is responsible for a portfolio of projects within the Capital Projects team. Acting as an intelligent client and fulfilling the key duties of Building Surveyor, Project Manager, and Contract Administrator under the chosen form of contract.

Key Responsibilities
  • Deliver minor and intermediate capital projects and programmes of work that maximise value for money.
  • Direct the compilation and submission of funding bids.
  • Write committee reports as necessary to ensure the bid is taken through the Council's corporate processes.
  • Engage with colleagues in Procurement, Asset Management, Finance, and Legal dealing with queries and challenges on route.
  • Report to Programme Boards and be accountable for reporting to lead Councillors as necessary.
  • Lead and facilitate client departments in establishing project outcomes, negotiate and agree briefs, and set up and lead the design team where in place to ensure that agreed outcomes and key performance indicators are achieved.
  • Prepare scheme briefs and be accountable for specifications, drawings, schedules of work, and contract documents for your portfolio of projects.
  • Procure technical services via OJEU procedures and prepare tenders via ProContract or by whatever route is deemed to offer the Council Best Value.
  • Control and performance manage the work of consultants and contractors, briefing them on clients' requirements, agreeing with them work programmes and budgets, which ensure contract standards, good quality, and timescales are achieved.
Essential Experience and Qualifications
  • Experience or full understanding of local authorities and the services within, along with knowledge of legal and statutory requirements affecting construction services and ability to interpret them in the context of the service.
  • Experience of Building Surveying practices, project procurement procedures, CDM regs, Building and Workplace regulations, complex tendering solutions, project management, and contract management, including site practices.
  • Relevant professional qualification (RICS MRICS) is essential.
