Key Responsibilities- Lead Cost Estimation Efforts: Apply our standard processes to lead early-stage cost estimation efforts, ensuring that best practices are employed throughout all programmes.
- Support Commercial Strategy: Collaborate with the Lead Commercial Manager to produce and periodically update processes and procedures for estimating, benchmarking, and targeting costs, with a focus on current best practices.
- Cost Planning and Management: Support project teams in practically applying processes and procedures for estimation and benchmarking, ensuring that estimates and cost plans reflect value to the business compared to the external market.
- Estimate Validation and Benchmarking: Manage the utilisation of techniques to ensure that estimates and cost plans are validated, cost modelled, and benchmarked to facilitate transparent cost comparisons throughout the project lifecycle.
- Cost Presentation and Engagement: Apply clear templates for presenting estimates and cost plans to sponsors and project teams, ensuring comprehensive and clear engagement.
- Cost Breakdown Structure and Alignment: Ensure that all estimates conform to a standardised cost breakdown structure, promoting alignment throughout the project lifecycle.
- Cost Management and Transparency: Manage the utilisation of cost management structures to facilitate transparent cost comparisons throughout the project lifecycle, including comparisons with contractor tender submissions.
- Estimate Templates and Tool Development: Design, develop, apply, and maintain standard templates in our Integrated Benchmarking & Estimating tool to present the basis of estimates, covering essential assumptions, omissions, allowances, and risk items.
- Benchmarking and Community Engagement: Cultivate relationships with other airports and client organisations, fostering a community that shares data to establish a range of external benchmarks supporting value and capital efficiency demonstrations.
- Cost-Effectiveness Metrics: Define and routinely produce metrics for evaluating the cost-effectiveness of project estimates.
- Education and Qualifications: Educated to degree level or equivalent in a relevant engineering, construction, or business-related field.
- Professional Membership: Membership in a professionally recognised cost organisation such as RICS is highly desirable.
- Experience and Skills: Experience as a Cost Planner/Senior Estimator (or similar) on multi-year programmes/projects with a value typically above £50m in a relevant industry.
- Business Process Design: Experience in designing business processes for cost estimating, including the implementation of standardised Cost Breakdown Structures, preferably within an organisation considered to be high-performing or best practice in project delivery.
- Infrastructure Project Delivery: Experience in the delivery of infrastructure projects in a live operational environment is highly desirable.
