Position Summary

The Role and Our Team

The Recruitment Division plays a vital role in delivering recruitment services to our internal stakeholders, ensuring we attract, select, and onboard the most qualified candidates.

We are seeking a Recruitment Manager to enhance our Birmingham Office. As a key member of the Recruitment Division, you will report to the Recruitment Lead and collaborate with fellow Recruitment Managers. Your primary responsibility will be to assist the Department for Business and Trade colleagues in their candidate attraction, recruitment, and onboarding efforts, while also contributing to various projects and initiatives.

As a Recruitment Manager, you will oversee the complete recruitment process in an innovative, engaging, and structured manner, adhering to Civil Service Recruitment principles. You will identify potential risks and implement strategies to mitigate them.

Your role will involve promoting our employer brand and enhancing the candidate experience, ensuring we recruit only the most suitable candidates. You will proactively advocate for an efficient and consistent recruitment service to the organization and have the autonomy to introduce your own ideas, contributing to the continuous improvement of our talent acquisition strategy.

A key aspect of your role will be to deliver a high-quality recruitment service while also enhancing your own skills and knowledge.

Key Responsibilities

  • Serve as a recruitment subject matter expert for the Department for Business and Trade.
  • Provide hiring managers with comprehensive recruitment services, offering insights, advice, and guidance to facilitate successful recruitment management.
  • Regularly update and monitor recruitment activities through a team inbox and activity trackers.
  • Effectively manage a diverse workload, prioritizing tasks and communicating with team members as necessary.
  • Represent the Department in cross-Government events related to recruitment.
  • Establish and maintain relationships with hiring managers, ensuring clear job descriptions and candidate specifications are agreed upon for each role.
  • Ensure all vacancies comply with recruitment principles and adhere to fair competition rules, addressing any areas of non-compliance with hiring managers.
  • Collaborate with central recruitment teams to ensure smooth progression from need identification to agreement on start dates.
  • Maintain accurate records of recruitment activities to produce reliable management information.
  • Stay informed about changes to Civil Service recruitment principles and departmental policies.
  • Drive change and continuous improvement across all recruitment aspects, proposing enhancements to the recruitment process.
  • Work independently, taking ownership of outcomes.
  • Collaborate closely with the Organisational Capacity Lead to understand and proactively deliver resourcing plans that align with business needs.
  • Mentoring and line management responsibilities may be part of your role.
  • Provide exceptional customer service and maintain professional relationships with hiring managers and candidates, promoting continuous improvement.
  • Uphold the professional image and reputation of the Organisational Capacity team by ensuring timely resolution of recruitment issues.
  • Assist in developing the overall candidate attraction strategy through various channels.
  • Review existing processes and propose evidence-based improvements.
  • Offer support and guidance on HR queries to colleagues.

Occasional travel to departmental offices or other locations may be required based on business needs, with travel and subsistence provided in accordance with departmental policy.

Essential Criteria

  • In-depth knowledge of the recruitment lifecycle and proven experience in leading recruitment campaigns across various levels.
  • Familiarity with Applicant Tracking Systems (ATS).
  • Technical and analytical skills to interpret data, identify trends, and contribute to recruitment campaign reporting.
  • Strong collaboration and communication skills, with the ability to engage effectively with diverse stakeholders.
  • Ability to develop and maintain positive working relationships at all levels.
  • Experience in a fast-paced, high-volume transactional environment with strong organizational skills.
  • Flexibility and adaptability in managing a variety of recruitment tasks.
  • Understanding of recruitment policies and practices, with the ability to provide guidance.
  • Proven experience in a Recruitment Manager role, including mentoring and developing team members.
  • Attention to detail to ensure accuracy in work.
  • Experience in developing candidate attraction strategies.
  • Strong understanding of recruitment trends and best practices.
  • Ability to develop and execute recruitment strategies aligned with organizational goals.
  • Up-to-date knowledge of employment legislation and potential developments.
  • Conducting quality assurance of recruitment documentation and onboarding activities.

Desirable Criteria

  • CIPD Level 3 qualification.
  • Knowledge of Civil Service recruitment policies and processes.
  • Experience with Oleeo Talent Acquisition Recruitment Platform.
  • Experience in recruitment for talent schemes.
  • Experience using Assessment Centres for recruitment.
