About the Role

We are seeking a highly skilled and experienced Operational Resilience Manager to join our First Line Information Technology & Security Risk team at Starling Bank. As a key member of our team, you will play a critical role in ensuring the continued operational resilience and preparedness of our organization.

Key Responsibilities
  • Manage the Bank's technical resilience and continuity arrangements, ensuring that all necessary procedures are in place to prevent, respond, recover, and learn from operational disruption events.
  • Create, maintain, and update the Bank's continuity and recovery documentation, ensuring that it is accurate, up-to-date, and compliant with regulatory requirements.
  • Work closely with Technology teams to ensure that resilience, continuity, and recovery activities are completed, and that all necessary testing is performed to ensure the effectiveness of our arrangements.
  • Ensure that the Bank's regulatory obligations are well understood and that any changes are communicated in a timely manner.
  • Work with stakeholders to ensure that business impact and risk assessments are performed, and that all necessary mitigation strategies are in place.
  • Maintain the Bank's continuity and recovery documentation, ensuring that it is accurate, up-to-date, and compliant with regulatory requirements.
  • Produce accurate and timely reports regarding the Bank's resilience, continuity, and recovery arrangements, and provide recommendations for improvement.
  • Manage the Bank's testing strategy, ensuring that all necessary tests are performed, recorded, and that lessons learned are implemented.
  • Engage with the Third Party Risk Management and Vendor Management teams to obtain sufficient assurance about the continuity and resilience arrangements of our vendors.
  • Contribute to and participate in the continued development of our operational resilience, business continuity, and disaster recovery management systems.
  • Support continual improvement activities within the team, ensuring that all necessary procedures are in place to prevent, respond, recover, and learn from operational disruption events.
Requirements
  • A comprehensive understanding of operational resilience, business continuity, and disaster recovery standards and best practice.
  • A strong analytic ability to look at complex business processes, identify opportunities for improvement, and recommend business process improvements.
  • A pragmatic approach and the ability to work collaboratively in a technology-driven environment to develop proportionate response plans.
  • Develop and maintain an understanding of the operational regulatory environment.
  • Take responsibility and do the right thing for customers, colleagues, and partners.
Desirable Skills and Experience
  • Experience working within financial services or business continuity management.
  • Experience of working with industry-recognized standards and frameworks such as ISO and NIST.
  • Experience of information technology systems and processes, including cloud.
  • Experience working with key stakeholders, developing working relationships, and providing insightful management reporting and information.
  • Good attention to detail, analysis, and presentation skills.
  • Flexibility in your approach to meeting goals as part of the wider team.
  • An innovative mindset and general interest in information technology, automation, and development (including coding).

  • Initial interview with 2 team members - 45 minutes.
  • Second interview with the line manager - 45 minutes.
  • Final interview with our CISO - 45 minutes.
