Job Title: Head of Human Resources

Apple Recruitment is delighted to be working with Antrim and Newtownabbey Borough Council to recruit a Head of Human Resources to lead the team.

Job Summary:

We are seeking a highly experienced and skilled HR professional to lead the Human Resources function in the Council. The successful candidate will provide creative, innovative, and inspiring leadership to enable the delivery of the Human Resources function, supporting the Chief Executive and Corporate Leadership Team to achieve the Council's vision and aims.

Key Responsibilities:
  • Provide strategic HR advice and guidance to senior management on priorities, performance, and impact.
  • Develop and implement HR strategies, plans, policies, and procedures to support the Corporate Plan and Community Plan.
  • Lead the development and implementation of HR service strategies, plans, policies, and procedures in support of the Corporate Plan and Community Plan.
  • Manage, support, and develop a team of HR professionals aligned to the principles of performance management and personal development.
  • Drive the development and implementation of appropriate digital solutions, including integrated HR information and processing systems.
  • Establish effective communication within the service area and drive the improvement of internal communication across the Council.
  • Represent the Council at relevant meetings and deputise for the Director as required.
  • Ensure governance obligations, including legal and audit, are adhered to, and all procurement and financial regulations are followed.
Requirements:
  • A third-level qualification in a relevant subject or professional qualification of an equivalent level.
  • 5 years relevant management experience, including 3 years in a senior HR role in an organisation of similar scale or complexity.
  • CIPD professional membership (Chartered Member or Chartered Fellow status).
  • Awareness of current issues affecting Local Government in Northern Ireland.
  • Full current driving licence or access to a suitable form of transport.
