Job Summary

We are seeking a highly skilled and experienced Senior Procurement Officer to join our team at East Lothian Council. As a key member of our Procurement Service, you will be responsible for delivering procurements for our Resources, Education and Health & Social Care Services.

Key Responsibilities

  • Take ownership of the tendering process for a wide range of goods, services and/or works, including Mini Competitions, EU and Regulated procurement.
  • Provide expert specialist procurement advice and guidance to suppliers, client departments, colleagues and external stakeholders, delivering a customer-focused and professional service.
  • Develop and implement procurement strategies to meet the needs of our services, ensuring value for money and compliance with relevant regulations.
  • Collaborate with internal stakeholders to identify procurement opportunities and develop solutions to meet business needs.
  • Manage and maintain accurate records of procurement activities, including tender documentation and contract management.

Requirements

  • Proven experience in procurement, preferably in a public sector environment.
  • Strong knowledge of procurement regulations, including EU and Regulated procurement.
  • Excellent communication and interpersonal skills, with the ability to build strong relationships with stakeholders.
  • Ability to work independently and as part of a team, with a flexible approach to working hours.
  • Strong analytical and problem-solving skills, with the ability to interpret complex data and make informed decisions.
