Spinwell Global Limited is seeking a Procurement Governance Officer for a significant opportunity within the public sector.

KEY RESPONSIBILITIES OF THE PROCUREMENT GOVERNANCE OFFICER

  • Facilitate transformation and advocate for best practices by engaging in evaluations of Supply Chain Management (SCM) processes and systems, ensuring compliance, delivering training, and escalating issues as necessary.
  • Oversee and maintain SCM data, including electronic purchasing systems, supplier contracts, and activity logs.
  • Develop, execute, analyze, and provide insights on both standard and customized reports to generate performance metrics, dashboards, and support governance reviews and audits.
  • Conduct presentations and training sessions for users and stakeholders to enhance understanding of the supply chain function and ensure compliance.
  • Manage SCM-related risks pertinent to the role.
  • Supervise the SCM budget and workforce, and contribute to annual cost projections.
  • Gather and integrate feedback from internal and external sources regarding the Supply Chain Function to foster continuous improvement initiatives.
  • Advocate for and ensure the utilization of a thoroughly evaluated and approved supplier base.
  • Collaborate with key stakeholders to swiftly address and resolve inquiries.
  • Proactively pursue learning and development opportunities.
  • Consistently exhibit positive behaviors aligned with the company's standards for environmental sustainability, safety, health, security, quality, and ethics.

QUALIFICATIONS AND EXPERIENCE REQUIRED FOR THE PROCUREMENT GOVERNANCE OFFICER

  • Proven experience in establishing and managing a governance and compliance framework for strategic procurements.
  • Familiarity with governance procedures within a procurement or commercial context.
  • Background in handling complex and high-value procurement initiatives.
  • Strong communication, interpersonal, and stakeholder engagement abilities.
  • Experience in implementing business transformation and continuous improvement programs.
  • Skills in organizing, planning, and effectively executing projects and tasks.
  • Knowledge of information security and governance.
  • Comprehensive understanding of PCR 2015.
  • CIPS Level 4 certification is desirable.
