United Living Energy specializes in gas and energy engineering within the UK, focusing on the design, construction, and maintenance of critical national infrastructure for gas asset owners. United Living Water Limited offers a wide array of water infrastructure services, addressing all facets of pipeline networks, including investigation, design, planning, maintenance, rehabilitation, new connections, metering, and repairs. AFECO provides engineering services, delivering high-quality process and MEICA design and installation projects primarily in the South of England for the water sector.

Role Overview

Objective:

The primary aim is to assist the delivery team by offering specialized coaching, guidance, and training that will motivate and inspire managers, staff, and contractors to ensure compliance with regulations and foster continuous improvement, ultimately achieving and maintaining exemplary health, safety, and environmental performance, contributing to net zero and enhanced sustainability.

The role involves driving the execution of the company's strategy, ensuring that responsibility and accountability are embedded within line managers and staff, with a strong focus on behavioral safety. In water projects, coordination of health and safety objectives among project teams is essential, promoting engagement and collaboration across delivery teams.

Key Responsibilities:

· Assist projects in executing the company's Health, Safety, and Environmental strategy, ensuring managers take full responsibility for their operational duties.

· Possess comprehensive knowledge and provide expert advice on CDM regulation requirements for water projects, covering various roles such as Client, Principal Designer, and Principal Contractor.

· Ensure appropriate controls and processes are established for the development and ongoing management of the CDM Risk Register, as well as monitoring the effectiveness of the Contractor's temporary works inspections on water projects.

· Contribute Health, Safety, and Environmental insights into the tender and contract award processes.

· Serve as a primary contact for advice and expertise on Health & Safety matters to project teams, ensuring the effectiveness of Construction Phase Plans throughout the project lifecycle.

· Provide guidance on environmental and sustainability matters to meet targets, metrics, and net zero objectives.

· Support and conduct accident/incident investigations when necessary, identifying root causes and communicating lessons learned to prevent recurrence.

· Challenge existing working methods to integrate Health, Safety, and Environmental best practices during both design and construction phases without compromising business priorities.

· Foster a safe and secure culture through behavior-based coaching at all levels within the project, contributing to Formal Process Safety Assessments as required.

· Collaborate with the broader construction industry to ensure shared learning and implementation of best practices.

· Coordinate and maintain positive relationships with local stakeholders, regulatory bodies, and authorities.

· Provide support and guidance to ensure project representatives understand their SHE roles and responsibilities in accordance with quality management systems.

· Review United Living and contractor documentation, participate in site safety meetings, health and safety audits, and monitoring inspections on water projects.

· Offer independent health and safety audit capabilities to delivery teams for a portfolio of projects during pre-construction and construction phases.

· Assist project representatives in evaluating contractor competence and identifying training needs.

· Deliver monthly health and safety data and statistics to line management as required.

· Cultivate internal relationships to resolve issues, enhance learning, and identify collaboration opportunities.

Qualifications

Interpersonal, Supervisory, or Management Skills

· Strong interpersonal skills with proven ability to coach and motivate individuals.

· Effective communication and influencing skills at all organizational levels, including senior management.

· Capacity to recommend preventative measures, develop new initiatives, and ensure their implementation.

· Ability to create and deliver training materials in an engaging and effective manner.

· Demonstrated commitment to achieving business objectives despite challenges.

Technical or Specialist Skills

· Solid understanding of CDM Regulations, particularly regarding Client, Principal Designer, and Principal Contractor roles.

· Experience in auditing and root cause analysis methodologies.

· Proficient in identifying and assessing resistance patterns and effective problem-solving techniques.

Required Qualifications:

· NEBOSH Certificate and substantial relevant experience in construction SHE and the water industry.

· Knowledge and experience in environmental management requirements.

· Valid full UK driving license.

· EUSR Cross Country Pipelines / SHEA Water certification.

Preferred Qualifications:

· Diploma (or equivalent) in Health & Safety or extensive relevant experience in SHE and the water industry.

· Membership in a safety or environmental professional body or engineering institute at incorporated or chartered level.

· Formal auditor training in ISO 9001 / 14001 / 18001.
