Senior Cost Manager/Project QS

Role Overview

As a Senior Cost Manager/Project QS, you will be responsible for end-to-end service delivery, ensuring client objectives are met through effective cost management. You will handle commissions of varying sizes, typically within the £10m to £50m range.

Key Responsibilities

  • Coach junior staff, allocating roles and responsibilities for effective cost management on all projects
  • Advise clients on feasibility studies and procurement options
  • Manage estimating and cost planning stages, presenting the final cost plan to the client
  • Tender and procure, managing the pre-qualification stage, producing the tender list, and compiling contractual documents
  • Conduct contract administration, dealing with post-contract cost variances and change control processes
  • Take personal responsibility for peer reviewing cost allowances and conducting valuations on larger projects
  • Produce monthly post-contract cost reports and present them to the client
  • Negotiate and agree final accounts
  • Interface with clients, Project Managers, and other consultants at all project stages
  • Collaborate with Turner & Townsend's project management team during project delivery
  • Lead a cost management team, ensuring they deliver on all accountabilities
  • Utilize digital cost management tools and services
  • Implement the Embodied Carbon Calculator to produce carbon footprint reports
  • Support the execution of our NewLeaf strategy
  • Manage internal fees, job costing, and resourcing requirements

Marketing and Business Development

  • Identify opportunities to develop new business with existing clients and report to the line manager
  • Develop and maintain a professional network of peers and potential clients
  • Lead bid submissions
  • Improve cost management procedures, templates, and products
  • Participate in extracurricular activities, including external groups, networking, and CPD events

Internal Management Accountabilities

  • Knowledge management: Ensure key information and learning from each commission is input into the Turner & Townsend internal database
  • Process improvement: Identify ways to improve internal systems and processes, referring ideas to the line manager
  • Lead in the support, development, and mentorship of junior staff members
  • Manage projects on D365

Reporting

Depending on the context, a Senior Cost Manager/Project QS may report to an Associate Director, Project Director, or Director.

Key Performance Indicators

  • Commissions are managed to the right quality standards and completed efficiently and on time
  • Service delivery on commissions is in line with the conditions of appointment
  • Good relationships are developed with clients and members of the cross-functional team
  • They work as an effective member of the cost management team
  • Opportunities are identified to develop new business with existing clients
  • Margin levels are tracked on all commissions
  • Key information and data are effectively cascaded and retained
