Specialist Engineer

The post holder will be expected to act on their own initiative and represent the Specialist Engineering team at designated Trust Governance meetings.
The role of the Specialist Engineer is to deliver specialist engineering activities to all wards and departments within a multidisciplinary environment, ensuring compliance with Trust safety standards and legal requirements.
Specialist engineering services are defined as but not limited to systems covered both HTM's and statutory instruments, i.e., Medical Gas, Pressure Systems, HV/LV Voltage, Passenger Lifts, Water Systems, Ventilation Systems etc.
The post holder will support supervisors in ensuring competency is maintained across the in-house team by delivering specialist engineering training and mentoring. They will support in the development of technicians and apprentices, compiling and monitoring training programs.
The post holder will support the management of key specialist engineering service contracts and will act as a lead in designated service areas commensurate with their specialty ensuring appropriate audits, contact management and remedial actions are delivered.
Maintain, operate and review pre-planned maintenance programme related to specialist engineering and complex technical subjects reviewing working practices and procedures where required.
Main Duties- To contribute to the achievement of good corporate governance throughout the Trust, and direct estates team members as required, ensuring their compliance with all Trust policies and procedures.
- To be a lead in designated specialist engineering subjects in the process of ensuring compliance with all Trust Statutory and Non-Statutory responsibilities relating to the Trust's Estate.
- Work efficiently using complex technology to work within Service Level Agreements and key performance indicators.
- Provide technical expertise and training on all aspects of Estates Maintenance function, promote communication at all levels and bring innovation, monitoring and measurement to ensure a value for money service.
- To ensure all specialist engineering systems within specialist area are installed and maintained in accordance with current legislation, health and safety regulations, codes of practice and Health technical guidance.
- Support the development, monitoring and review of safe systems of work applied to specialist engineering services.
- Requirement to analyse highly complex engineering condition reports and drawings, covering life critical systems that supply services across whole hospital sites. Use of judgement to proactively address areas of concern and undertake risk prioritisation to ensure robust governance.
- To critically appraise tender and quotation returns for specialist engineering services to ensure the Trust receives value for money and will receive the required level of service required to meet the specification of the contract.
- To undertake complex analysis of specialist engineering breakdowns, providing multiple solutions based on expert knowledge that manage risk exposure and financial investment to allow senior management to make informed decisions.
- Requirement to undertake physical analysis of specialist engineering equipment to monitor performance and to undertake fault diagnosis with the use of fine tools and equipment.
- Support the management of external specialist engineering contractors and staff carrying out work on the Trusts assets and buildings, ensuring delivery and assurance of SLAs and KPIs.
- Deliver training and support the development of competent persons within your specialist area both internal and external to the Trust.
- Undertake Estates specialist engineering audits and condition surveys reporting into Estates Governance and senior teams.
- Contribute to the estates risk register to ensure an accurate view of operational risk and backlog maintenance requirements.
- Management of specialist engineering projects designed to improve or maintain compliance with statutory requirements. Will also be required to take the Operational lead on Capital improvement projects, defining the requirements of the project, supporting decisions on derogations / plan changes and ensuring that a suitable product is handed over into Operational management the key emphasis being on the ability to meet the scope of clinical need and on the ability to maintain.
Training & Qualifications
- Qualified to Degree Level in Engineering/Building Services or HNC/HND Mechanical/Electrical Engineering with significant management experience
- Extensive experience in operational maintenance in a Mechanical, Electrical or Building service discipline or equivalent significant experience
- Membership of a Professional Institution eg IHEEM, IEE, IET, I.Mech, CIBSE
- IOSH Managing Safely
- A recognised training qualification/apprenticeship in Electrical or Mechanical Services
Desirable
- Legionella awareness L8 - Responsible Person
- NEBOSH - Level 3 Certificate
- Appointments as an Authorised/Competent person
Experience
- Experience in specialist engineering in installation and maintenance systems
- Experience of supervisory responsibility for directly employed staff and contractors working on defects and PPM on technical electrical, mechanical, or building disciplines found in an acute environment
- Experience of Working in an Authorised Person role (e.g Medical Gas, High Voltage)
Desirable
- Experience working with Computer aided facility management systems
- Considerable knowledge of Health care Engineering knowledge of Healthcare Engineering services (e.g HV/LV/Water/Vent etc)
- Experience of Working in an acute or non-acute hospital setting
Communication and relationship skills
- Good organisational skills and ability to address and develop solutions to problems of a highly complex and contentious nature
- Ability to receive and interpret highly complex and contentious information of a sensitive nature and being able to communicate the magnitude of the situation with non-estates professionals so that the risks are clearly understood without causing panic
- Strong communication skills, for effective working relationships throughout the organisation including presentation to Executive Directors
- Ability to work on own initiative and as part of a team
- Highly organised approach to work
- Strong IT/PC Skills to be able to develop and operate the various computer systems
- Evidence of good written and spoken communication skills
