Position Overview

Are you interested in contributing to the Defence Infrastructure Organisation (DIO) and enhancing the Defence Estate? DIO plays a crucial role in enabling Defence operations, ensuring sustainability is at the forefront of our initiatives. Our projects range from eco-friendly accommodations to advanced facilities for military aircraft, making our work distinctive both in the UK and internationally.

This position is integral to the DIO Major Programmes & Projects (MPP) team, overseeing the Defence-wide Single Living Accommodation (SLA) Programmatic Approach. This initiative focuses on developing new, purpose-built housing to accommodate the needs of military personnel.

The role will involve working with all Commands to spearhead and execute a strategic delivery programme, identifying demand and creating an efficient and effective pipeline. Additionally, you will collaborate with industry partners and Defence subject matter experts to standardize designs and lead the implementation of effective procurement strategies that realize the anticipated benefits, including leveraging modern construction methods.

Key Tasks

  • Implement, manage, and deliver an assigned programme of work, providing strong leadership to the team, prioritizing tasks across various budget areas, and managing programme risks, issues, and dependencies while reporting on progress and performance.
  • Oversee a network of suppliers, promoting collaborative working practices aligned with a relations charter and key performance indicators, and executing further procurement activities as necessary.
  • Identify requirements for professional services and manage the selection and performance of contractors to meet commercial, financial, and delivery standards.
  • Resolve issues, coordinate efforts, and engage with a diverse range of stakeholders, providing detailed reports on programme operations and performance to enhance understanding and benefits realization.
  • Develop and assess Business Cases, ensuring adherence to required standards to facilitate programme and project delivery.
  • Monitor and verify the financial integrity and application of due process across all programmes within your remit, taking corrective actions as needed.

Required Behaviours

During the selection process, candidates will be evaluated on the following behaviours:

  • Leadership
  • Effective Communication and Influence
  • Timely Delivery

Technical Competencies

Candidates will also be assessed on the following technical skills:

  • Programme and Project Management (P3M) Framework – P3M07 – Requirements Management - Practitioner
  • Programme and Project Management (P3M) Framework – P3M27 – Benefits Management - Practitioner

Compensation and Benefits

In addition to a competitive salary of £57,670, the Ministry of Defence contributes £15,571 towards your membership in the Civil Service Defined Benefit Pension scheme. Other benefits include:

  • Tailored learning and development opportunities
  • Flexible working arrangements
  • A culture that promotes inclusion and diversity
  • An average employer contribution of 27% to your pension

Where operational needs permit, some roles may allow for a blend of office and remote work. This arrangement is non-contractual, requiring all office-based employees to spend a minimum of 60% of their working hours in the office, subject to capacity and necessary workplace adjustments.

Please note that this position does not offer relocation expenses, and external recruits new to the Civil Service will undergo a six-month probation period.
