Spinwell Global Limited is seeking a Project Manager for a significant opportunity within the public sector.
KEY RESPONSIBILITIES OF THE PROJECT MANAGER
The creation and execution of new transport infrastructure is crucial for the economic future of the region.
The expertise required to manage a portfolio of projects is extensive and necessitates in-depth engineering knowledge along with a solid grasp of project and programme management, procurement, and commissioning of highway initiatives, stakeholder engagement, land negotiations, transport planning, and compliance with legal processes.
Crucially, the Project Manager is tasked with advancing innovative concepts across a suite of projects and ensuring the effectiveness of their delivery team.
This role is essential for guaranteeing the successful and efficient execution of various transport initiatives.
Additionally, the position demands a strong capability to unite diverse stakeholder groups, including local councils, community organizations, and businesses, to establish project delivery outcomes and define service objectives across a variety of needs – such as community engagement and optimizing contract savings while achieving value for money.
The role supports the Project Team Leader and other managers within the Place & Economy sector in fulfilling the Council and Directorate's goals through integrated service planning, community involvement, and the adaptable use of resources.
- HNC or degree in Civil Engineering or a related field, or substantial relevant experience
- Evidence of ongoing personal and professional development
- A proven history of leading the development, planning, and execution of transport infrastructure and related projects
- Extensive experience in programme and project management with a strong delivery reputation
- Comprehensive knowledge of technical and contractual requirements associated with scheme development, construction, and maintenance
- Experience in budget management, including local government finance
- Familiarity with working alongside elected officials and ensuring that project and service outcomes align with broader political objectives
- Strong negotiation skills and the ability to cultivate effective working relationships with senior personnel across the Authority and external organizations, including other councils and government agencies
- Practical experience in engaging and negotiating with consultants and contractors
- Ability to forge partnerships at the highest levels with other agencies to ensure project and service objectives are met
- Proven experience in financial and resource planning, delivering value for money on contracts, and operating in a multi-disciplinary financial environment while engaging stakeholders
- Experience in Contract Procurement and Management, particularly with NEC 3/4
- Knowledge of service and framework contracts, as well as legislative and policy frameworks applicable to public sector highway projects
- Experience in developing targeted strategies and prioritizing actions that lead to change, performance improvements, and achieving value for money on projects
- Proficient in the latest Project Management Software tools, including but not limited to MS Project
- A strong track record in engaging and leading diverse stakeholder groups to develop and deliver complex major transport projects
- Proven experience in managing and developing a highly skilled, multi-disciplinary professional workforce, overseeing performance and monitoring activities
- Ability to assimilate complex information and provide strategic and delivery reports on project progress and needs to Programme Boards or Committees to achieve project solutions
- Extensive experience in practical design and developing innovative design solutions.
- Working knowledge of Health and Safety legislation and the Construction Design and Management Regulations (CDM)
