Job Title: Business Transformation Specialist

Essex County Council is seeking a highly skilled Business Transformation Specialist to join our Technology Services team. As a key member of our Estates Transformation Programme, you will play a pivotal role in driving business change and innovation across the council.

About the Role

The Estates Transformation Programme aims to transform the council's estate, reducing its footprint and improving efficiency. As a Business Transformation Specialist, you will work closely with stakeholders to assess business requirements, identify areas for improvement, and develop comprehensive business analysis to support the programme.

Key Responsibilities
  • Undertake research and analysis on market trends and technological innovation to support business partners in influencing business thinking.
  • Contribute to the delivery of an effective Business Engagement service, developing and maintaining an in-depth understanding of business processes and information technology needs.
  • Work collaboratively with technical design and commercial teams to ensure technology aligns with business needs.
  • Translate technical vocabulary and knowledge into understandable business language to drive up functional knowledge and appreciation of available technologies.
  • Act as an advocate and facilitator between Technology Services and functional teams to ensure equal representation and timely preparation of complex business cases.
Requirements
  • Educated to degree level or equivalent in a relevant subject, with a BCS Practitioner qualification in Business Analysis or equivalent.
  • Extensive experience in a strategic development role, preferably in a large local authority or public sector service provider.
  • Clear understanding and capability to work within relevant ICT-related standards, including ITIL V3, ISO/IEC 38500, and PRINCE2.
  • Strong written, verbal communication, and presentational skills, with a strong customer service focus.
