Position Overview
Shaping the Future of Healthcare Infrastructure
This is an exceptional opportunity to join NHS England during a transformative phase aimed at enhancing our healthcare facilities to meet modern standards and ensure optimal patient outcomes.
The estates sector is pivotal to the government's strategy for overhauling the NHS. The NHS Long Term Plan emphasizes the necessity to 'accelerate the redesign of patient care to future-proof the NHS for the coming decade.' We have established a foundation for significant change and now seek your expertise to maximize the benefits of this initiative.
Our ambitious goals include becoming the world's first net zero health system by 2040, setting benchmarks for healthcare providers globally.
This is a crucial moment in NHS history, and we invite you to be part of the transformation of the largest healthcare estate in the nation. Join us in this monumental effort to future-proof our facilities.
About the NHS Estate
Our healthcare facilities encompass 25 million square meters, with a workforce of millions operating across 17,000 locations, including 1,140 hospitals and 7,500 primary care sites. Our approximately 100,000 staff members are responsible for the maintenance and operation of all Estates and Facilities Management (EFM) services.
With £5 billion allocated for operational capital and an annual budget of £10 billion for estates and facilities management, there is substantial potential for impactful change across our estate.
Key Responsibilities
The ProCure23 framework, valued at £9 billion, is a well-established and respected approach, recognized as NHSE's preferred method for design and construction projects within the NHS.
As a member of the ProCure Construction Advisory team, part of the Capital and Transactions Estates team, you will report to the Cost Lead. Your role will involve providing high-quality professional commercial and cost support services that comply with all statutory, regulatory, and NHS standards, ensuring alignment with organizational activities.
Your Focus Will Include:
- Offering commercial advice on construction contracts, conducting cost analysis, and benchmarking.
- Conducting research to substantiate and recommend appropriate directions in commercial matters, aiming to enhance value and efficiency through cost analysis.
- Guiding stakeholders on contract commercial issues, ensuring adherence to best practices and governance.
- Identifying opportunities to enhance the framework and support the development of contract commercial expertise within the NHS.
A basic understanding of procurement frameworks, including contract administration, is advantageous but not mandatory.
About You:
You will possess a comprehensive understanding of the construction industry, including NEC contract forms.
You are an analytical thinker with the determination to drive change.
You can work efficiently under pressure, demonstrating excellent communication skills that foster trusted relationships.
You are committed to your professional growth.
About Us
This position is part of the Capital and Transactions team.
Our team's mission is to provide a clean, safe, and sustainable environment for patients across the NHS.
Comprising approximately 120 individuals with diverse skills and expertise, we share a common goal: to deliver the best possible services and outcomes for our patients. We engage in all facets of estates and facilities functions, from national policies and workforce strategies to regional and local implementations through healthcare systems.
The NHS England board has articulated the overarching purpose of the new organization to lead the NHS in England in delivering high-quality services for all. We will achieve this by:
- Empowering local systems and providers to enhance the health of their communities and reduce health disparities.
- Creating an environment where the NHS is a great place to work, enabling our staff to make a difference and reach their potential.
- Collaborating to ensure our healthcare workforce possesses the necessary knowledge, skills, values, and behaviors to provide accessible, compassionate care.
- Optimizing the use of digital technology, research, and innovation.
- Ensuring value for money.
For further inquiries or additional information, please refer to our official channels.
We encourage applications from under-represented groups, particularly individuals with disabilities, women, and Black, Asian, and Minority Ethnic (BAME) candidates, who are currently under-represented at this level within our workforce.
Application Guidelines
To provide a clearer picture of how you can contribute to our objectives, we invite you to address the following questions in the Supporting Statement section of your application:
