**Job Summary**

We are seeking a highly skilled and experienced Senior Learning and Development Specialist to join our Corporate Learning and Development Team at Devon County Council. As a key member of our team, you will play a critical role in shaping the strategic direction of our learning and development offer, ensuring it aligns with our organisational values and behaviours, national strategy, and best practice.

**Key Responsibilities**

  • Design, deliver, and lead on programmes of learning to support the development of our workforce.
  • Line management responsibility for up to two Learning and Development Advisers.
  • Lead on specific projects within the team, including leadership and management training, mandatory training, equality and diversity, safeguarding, career pathways, and quality improvement.

**Requirements**

  • Substantial experience in designing, delivering, and evaluating learning programmes.
  • Significant experience of developing leadership programmes across all levels, from supervisor to Heads of Service.
  • Outstanding project management and prioritisation skills.
  • Excellent communication skills, particularly the ability to manage demanding and challenging discussions sensitively and effectively.
  • Experience in learning and development, including identifying workforce development needs, developing and implementing workforce development plans, evaluating impact, and measuring effectiveness.
  • An inclusive people-orientated approach and enthusiasm for helping others develop to achieve their potential.
