Linsco is currently seeking a Lead Quantity Surveyor for a distinguished client who is a premier residential developer.
The successful candidate will oversee all financial aspects related to new residential construction projects. Your primary objective will be to optimize project costs while ensuring compliance with required standards and quality.
Key Responsibilities:
Maintain accurate records of current construction costs and rates, collaborating with the Senior Estimator to ensure all data is up-to-date.
Attend pre-construction meetings to review construction drawings and establish build and sales strategies.
Prepare tender packages for all subcontract trades and distribute them in accordance with the Commercial Best Practice Manual.
Evaluate received tenders and compile analysis sheets comparing tender levels with estimates and management plans.
Compile and present tender summary sign-offs in accordance with established parameters in the Commercial Best Practice Manual. Coordinate with the Material Buyer and Company Estimator to achieve necessary approvals.
Authorize subcontract orders exceeding specified thresholds as outlined in the Commercial Best Practice Manual.
Issue and manage subcontract orders in line with Group Policy and Commercial Best Practice, ensuring adherence to budget and program requirements.
Attend and document all subcontract order adjudication meetings.Prepare periodic reports on contract letting versus estimates for each project as required.
Collaborate with the construction department regarding subcontractor performance and compliance with order conditions.
Manage complex consortium sites and participate in relevant meetings.
Engage in project team meetings as necessary.
Ensure subcontract orders align with site programming requirements in accordance with Group Policy and rebate schemes, fully adjudicating prior to documentation issuance.
Regularly review the PPQA tick sheet with the site management team to facilitate subcontract payment processes.
Provide management with all necessary forecasts and site budget information to meet reporting requirements.
Participate in monthly cost valuation meetings.Control and report on post-contract cost movements for each development monthly. Update site-specific reports and provide details of all order revisions, both scheduled and unscheduled. Supply necessary monthly reporting to the Commercial Manager.
Review professional fee provisions and statutory service costs with the technical department.
Maintain a biannual site reserve list.
Issue Payment Withhold Notices when a contractor's application is disputed in accordance with the Construction Act.
Promptly inform management of any impending claims or legal actions arising from disputes with subcontractors or service providers.
When necessary, determine subcontract orders in accordance with Standard Terms and Conditions and liaise with the Build Department.
Assist in the ongoing review of materials on-site and their valuations.Process all sales variation requests, including those for show homes, stock plots, and sales incentives in line with group procedures.
Ensure proper categorization of order amendments within the construction system.Oversee the collection of retention against all subcontract orders in accordance with Group Policy and manage retention releases upon project completion.
Finalize and agree on subcontract accounts within six months of the last legal completion on-site, prior to the first retention release to subcontractors.
Maintain a final account schedule.Ensure completed development provisions are reflected on CV1.
Manage CV2 reserves as part of the central file for 'Old Site Reserve'.
Collaborate with the technical department to secure site adoptions and manage maintenance orders as required.
Complete formal site closure procedures in accordance with Group Policy.
Alert the management team to any abnormal costs or circumstances that may significantly impact overall costs or have long-term implications.
Encourage Quantity Surveyors to be proactive on-site, advising on operations or methods that could yield cost savings.
Mentor and develop assistant/junior surveyors, ensuring the efficient operation of the surveying team.Stay updated with changes in legislation and participate in training and technical development as required by the Company.
Attend departmental meetings as necessary.Address queries from site managers.
Maintain open communication with colleagues across regions.
Ensure all relevant stakeholders are informed of key departmental updates.
Essential Experience, Qualities, and Qualifications
HNC / HND in Surveying or equivalent
Proven experience as a PQS / SQS / Commercial lead within a residential construction environment (dependent on position level)
Experience may be gained from a similar role or through promotion
A solid understanding of building regulations and legal obligations
A comprehensive knowledge of construction methods and materials
Strong mathematical and IT skills
Ability to assess and analyze information
Negotiation and networking skills
Good understanding of budget management
Excellent communication skills
Strong team collaboration skills
Able to work under pressure and accept constructive feedback
Ideally, candidates should be willing to work additional hours to meet business needs.
