Senior Resilience Specialist

Salary: £50,000 - £60,000
Hours: 36 per week

An exceptional opportunity has emerged for a highly skilled and versatile resilience expert to become a vital part of the Council's Corporate Resilience Team. The primary function of this service is to strategize and react to incidents, ensuring a robust Council while collaborating with partners to foster a safe and secure urban environment.

Key Responsibilities:

  1. Oversee the formulation and assessment of our comprehensive resilience plans and protocols to guarantee effective and efficient incident management;
  2. Administer our training and exercise frameworks;
  3. Develop corporate resilience strategies;
  4. Provide leadership on resilience issues;
  5. Offer support and expert guidance across Council Services and Localities, including senior management.

You will collaborate with a diverse array of external organizations, including Emergency and Health Services, and represent the service at multi-agency discussions to ensure the City of Edinburgh Council is well-prepared to address serious emergencies and incidents impacting the Council and the broader area. You will possess extensive, specialized knowledge of the Civil Contingencies Act and all pertinent national legislation and associated Codes of Practice related to business continuity, emergency planning, and community resilience, along with substantial experience applying these in a public service environment.

Additionally, you will have considerable experience leading the resilience response to significant incidents. Exceptional communication and interpersonal skills are essential, as is the ability to inspire and develop a small team. Proven capability in managing diverse and complex priorities with precision under pressure is crucial. Membership in a resilience professional organization and a postgraduate degree or equivalent qualification in a relevant field is anticipated.
