Lead Regulatory Officer for Building Safety

Bristol, Bristol, United Kingdom Health and Safety Executive Full time

Position Overview

Note: Candidates from Scotland or Wales must be able to commute to designated offices.

The Health and Safety Executive (HSE) has initiated the Building Safety Regulator (BSR) to ensure the safety of high-risk residential buildings (HRBs) and to foster a sense of security among residents.

BSR is tasked with overseeing enhancements in safety and performance across all building types, while continuously elevating industry standards. Collaborating with residents and industry stakeholders, BSR aims to ensure that every voice contributes to achieving safety goals. This initiative serves as a commitment to those affected by past tragedies related to inadequate building safety.

Within the realm of High-Risk Building (HRB) Regulation, two key functions exist: Building Control and In-Occupation. This announcement pertains to roles within both functions.

  • The Building Control function focuses on ensuring that HRBs are designed and constructed in accordance with the Building Regulations.
  • The In-Occupation function involves managing Building Assessment Certificate (BAC) applications to address safety risks in occupied HRBs, ensuring resident safety. This position requires leadership of a team based in designated offices.

As an Operational Delivery Team Leader (also referred to as Principal Regulatory Lead), you will oversee and guide Building Safety Regulatory leads responsible for regulatory decisions. These leads will coordinate multidisciplinary teams (MDT) alongside regulatory partners, including building control, fire rescue services, and structural engineers, to provide essential expertise for informed decision-making.

This is a pivotal moment to join BSR, where you will play a crucial role in cultivating a culture of high performance and ongoing improvement, driving cultural transformation in building safety within your community.

Role Responsibilities

In your capacity as Team Leader, you will be accountable for operational delivery, strategic oversight, and leadership to ensure effective regulatory compliance for HRBs, fostering a safe environment for residents.

We seek dynamic and motivated leaders who can inspire their teams, collaborate effectively with external partners, and leverage data to optimize the delivery of BSR's regulatory functions and objectives.

Key Qualifications

[Assurance] Proven ability to ensure consistent decision-making that leads to balanced regulatory outcomes.

[Performance] Proficient in utilizing data to assess operational performance and manage resources effectively to cultivate a high-performing team.

[Risk Management] As BSR is a newly established organization, processes are still being refined. You must be vigilant in identifying and addressing any delivery issues while considering the implications for culture, structure, morale, and diverse end users.

[People Development] Foster a culture of peer review, continuous learning, and professional growth.

This role presents an opportunity to make a significant impact on the community we serve. If you possess a background in operational leadership and are prepared to tackle the challenges of this position, we welcome your interest. In return, we offer a variety of development opportunities, including tailored career pathways and training, as well as access to Civil Service learning and development programs.

This position will require travel to various sites across England, necessitating flexibility for on-site visits, collaborative efforts, training, and meetings. This may involve occasional overnight stays.

At HSE, we take pride in offering our employees the option to work in a hybrid manner, combining remote work with office attendance. This arrangement is voluntary and non-contractual, with your designated office serving as your contractual workplace. Attendance at the office will be required for various activities, collaborative efforts, and training. If hybrid working is appropriate for your role, arrangements will primarily be determined by business needs, while also considering personal circumstances. We encourage candidates to assess the feasibility of commuting from home to the office before applying. Should you be successful, hybrid working arrangements will be discussed prior to your start date.

Candidate Profile

Essential Skills and Experience

  • Experience in regulation, compliance, or construction/building design and property management.
  • Proven track record in overseeing operational delivery through evidence and data analysis.
  • Experience in leading teams to achieve demanding performance targets efficiently.
  • Ability to guide team development in adapting to new roles and responsibilities.
  • Expertise in managing risks associated with operational delivery, ensuring robust risk frameworks and governance are in place.

  • Delivering at Pace

In addition to a competitive salary, the Health and Safety Executive contributes significantly towards membership in the Civil Service Defined Benefit Pension scheme.
