Job Summary

We are seeking a highly skilled Operational Risk Officer to join our Regulatory Operations Line Control Oversight team. As a key member of this team, you will be responsible for developing and maintaining comprehensive processes to identify and reduce operational risk. Your main focus will be on the Global Operations Regulatory Control team, where you will work closely with operations line staff to assist in the proactive management of operating risk and remediation of control issues.

Key Responsibilities
  • Point of contact for Regulatory Operations staff for Control related activities, overseeing and coordinating Regional Control related initiatives in partnership with Senior Operations officers.
  • Proactive review of global Regulatory Operations related processes and reporting.
  • Participation in evaluating critical, strategic, and tactical change, policy, and process updates, as well as regulatory requirements.
  • Collaboration with the business, Operational Risk Management (ORM), Compliance, Internal Audit, Legal, Operations, and other cross-functional partners to assess and strengthen the control environment.
  • Management and oversight of Corrective Action Plans (CAPs) to ensure issues are sufficiently remediated.
  • Escalation, management, and reporting of control issues with transparency.
  • Completion of detailed reviews of Operational Risk Events to ensure lessons learned are shared across applicable business lines.
  • Responsibility for ensuring adequate governance and training are in place to support management of Risk profiles.
  • Assessment of the risks associated with new activities and changes to the Business, ensuring these are well understood and adequately controlled (if applicable).
  • Support for operational risk scenario analysis and stress testing for Operational Risk Capital requirements.
  • Ownership of risk and control assessments or coordination for programs within various risk stripes and ensuring sufficient subject matter expertise exists to enable management of these risks within the Business (e.g., third-party, fraud, sanctions, etc.) (if applicable).
  • Ownership to ensure that risk and control responsibilities and accountabilities are embedded within FLUs, including providing training and leading by example.
  • Guidance and influence on standards and procedures that conform to enterprise requirements and support sound operational and compliance risk management.
  • Application of knowledge of the business, products, or services to identify and implement control points and processes throughout the business.
  • Appropriate assessment of risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients, and assets, by driving compliance with applicable laws, rules, and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct, and business practices, and escalating, managing, and reporting control issues with transparency.
  • Timeliness, accuracy, and completeness of the MCA through controls prior to the execution of a process (QC).
  • Assessment of adherence to the MCA Standard through controls after the execution of a process (QA).
  • Exercise of control over Operational and Compliance Risk in accordance with established Policy requirements.
  • Identification, assessment, escalation, and management of risk exposures across Risk Categories (Operational Compliance, Strategic, Reputational, etc.), including material, emerging, and concentration risks in accordance with enterprise Policies and the establishment of Key Indicators to monitor risk exposures.
  • Assessment of Risk Appetite and monitoring/assessing exposures against this in accordance with enterprise requirements (if applicable).
  • Ownership to identify, assess, record, and respond to Operational and Compliance Risk events, ensuring these are captured accurately, timely, and in accordance with requirements.
Requirements
  • Bachelor's/University degree, Master's degree preferred.
  • Significant experience in Operational Processing/Risk/Compliance/Audit or other risk and control disciplines.
  • Willingness to question/challenge existing processes and ensure a satisfactory outcome.
  • Teamwork skills in working with diverse Line Control officers across regions.
  • Guidance and influence on governance and the facilitation of the execution of the Manager Control Assessment (MCA, i.e., Risk & Control Self-Assessment) as required by the MCA Standard, including the assessment and appropriate approval of risk associated with business changes.
  • Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary.
