Procurement Lead Officer

Our client, a leading organization in Huntingdon, is seeking a highly skilled Procurement Lead Officer to join their team. This exciting opportunity will involve guiding staff on the selection of the appropriate procurement route, in line with Public Sector procurement legislation.

The Role:

The Procurement Lead Officer will be responsible for providing subject matter expertise for all procurement activity, taking an active role in complex and high-value procurement matters. This will involve using their knowledge and experience to deliver the best value for money outcomes for the organization.

Key Responsibilities:
  • Ownership, maintenance, and update of the Code of Procurement (embedded within its Constitution) to ensure the best outcomes economically, reputationally, and within the relevant legislation.
  • Providing guidance and facilitating training for all staff in line with the procurement strategy, including maintaining detailed guidance, training, and support means for all staff to be involved in the procurement process.
  • Facilitating awareness and training sessions to reinforce procurement knowledge and skills, including decision aids for sustainability and other key factors.
  • Relaying guidance for potential vendors/contractors on opportunities to supply goods and services and how to submit tenders and quotations.
  • Working with internal support services, such as Finance and ICT, to help identify opportunities and improve digital procurement systems and opportunities.
  • Introducing specific performance indicators for the main externally procured goods and services, and using this intelligence to drive process improvements and value for money.
  • Utilizing joint working arrangements with local procurement partnerships and national procurement initiatives.
  • Developing reporting to capture local procurement spend and introducing guidance to help facilitate increasing this spend, while meeting value for money needs and legislation requirements.
  • Providing line management for the Procurement Support Assistant, including day-to-day delivery of tasks, training, and performance management.
Requirements:

The ideal candidate will have a good knowledge of Public Sector Procurement legislation and practices, including the Public Contracts Regulations 2015, Social Value Act 2012, and Late Payments Act 1998. A professional qualification and/or membership of CIPS, along with a relevant degree, would be an advantage.

Experience in Public Sector procurement, including facilitating training and expert advice, examining, advising on, and negotiating contracts, and using appropriate tools such as Contracts Finder, is essential.

The successful candidate will have clear and concise written and spoken communication skills, the ability to present written information in a structured and balanced way, and confidence to give advice, persuade, and negotiate within the confines of the regulations.

High standards of information technology skills, experienced user of Microsoft Office, particularly Excel and Word, and experience of using a Tendering Portal and Financial Management Systems are also required.
