Lead Analyst for Population Health Management and Health Inequalities

NHS Cornwall and Isles of Scilly Integrated Care Board (ICB) is a statutory NHS organisation responsible for developing a plan for meeting the health needs of our communities, managing the NHS budget, and arranging for the provision of joined-up health services that improve the lives of people who live and work in Cornwall and the Isles of Scilly.

We are seeking an experienced Information Intelligence and Insights Business Partner for Population Health Management (PHM) to join our growing team within the Cornwall and Isles of Scilly Integrated Care System (ICS). In this role, you will support data-driven decision-making by applying your analytical skills to understand the needs of the local population, the services they access, and opportunities for improving resource allocation. You will help to embed PHM methodologies within the ICS to enhance strategic planning and improve population health outcomes.

Main Responsibilities

In this role, you will lead the integration of population health management methodologies, working with large and complex datasets to generate insights that inform strategic decisions. A key aspect of your responsibilities will involve embedding population health management within the ICS, ensuring that data-driven approaches are used to enhance strategic planning. You will also be responsible for managing and delivering a range of projects aimed at improving health outcomes and reducing health inequalities.

You will conduct in-depth analysis to model demand, resources, and healthcare trends, ensuring that service provision is efficient and aligns with the needs of the population. Collaboration will be essential as you work closely with stakeholders across the health and care system to improve data literacy and ensure that data is effectively used to support decision-making processes.

In addition to ensuring data governance, quality control, and compliance with national standards, you will also take on a leadership role by mentoring and developing a team of analysts. By fostering a culture of continuous improvement and innovation, you will contribute to the long-term success of the health and care system in Cornwall and the Isles of Scilly.

Key Requirements
  • Educated to Degree level in a relevant subject (such as Mathematics, Economics, Statistics, Operational Research, or a related quantitative or analytical discipline) or equivalent level of qualification or significant equivalent previous proven experience in specialist area.
  • Evidence of specialist knowledge, or significant equivalent demonstrable experience within a public sector informatics or performance management field.
  • Extensive knowledge of the culture and business processes for public sector performance management requirements.
  • Specialist qualification in business Insights, health inequalities or population health management related area.
Desirable Skills and Experience
  • Thorough knowledge of NHS Information Governance, data flows and the Data Access Request Service (DARS) process.
  • Experience and evidence of working with large and complex data sets and ability to quality check and manage imperfect data in a politically sensitive and complex environment.
  • Experience and evidence of working in a public sector performance and/or informatics environment.
  • Substantial experience of information service, staff and financial management.
  • A clear understanding and appreciation of the processes supporting decision making.
  • Experience of troubleshooting technical and performance problems.
  • Experience of managing and motivating a team/virtual team and reviewing performance of the individuals.
  • Experience of using a rigorous Project Management Methodology (e.g. MSP, Prince2).
Personal Qualities
  • Evidence of ability to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups.
  • Excellent communication skills and interpersonal skills when dealing with highly complex and sensitive information to a wide range of stakeholders across organisational boundaries.
  • Ability to develop and maintain effective working relationships across multi-functional teams, how to engage stakeholders in defining requirements and implementing solutions.
  • Sound judgement and decision making involving highly complex facts or situations.
  • Ability to mentor others in application of appropriate descriptive statistics and standardisation.
  • Ability to make decisions autonomously, when required, on difficult and contentious issues where there may be a number of courses of action, working to tight and often changing timescales.
  • Excellent organisational skills. Able to manage complex workloads, multitask in complex and sensitive environments.
  • Ability to interpret overall public sector policy and strategy in order to establish workable goals and standards for performance management in health and care.
