Job Purpose

The primary purpose of the Senior Resourcing Business Partner role is to manage and own the process for identifying the right resource for the right opportunity and the right time and cost in line with the strategic resourcing opportunities for Chemonics UK.

This will involve working closely with the Head of Resourcing, the wider resourcing team, and other key business stakeholders in managing the attraction, sourcing, and selection of both external and internal candidates, as well as the development of Chemonics UK's Associate Consulting Group and talent pools to address all channels of recruitment.

Key Responsibilities

Resource Management

  • Build effective relationships with internal and external stakeholders, working both as a marketer and a highly organized project manager.
  • Utilize recruitment technology and tools available to conduct relevant research and improve outcomes and Chemonics UK's ability to resource and hire for the right role at the right time.
  • Develop and maintain active relationships with both existing and new consultants based on the business resourcing needs, managing keeping in touch or meet-up sessions.
  • Attend outreach and networking events alongside the Recruitment and Talent Manager, acting as the initial point of contact for people looking at project careers at Chemonics.
  • Work with senior leaders to build, develop, and grow a candidate portfolio or database that aligns to current hiring demand or to pipeline for future programmes.
  • Meet regularly with key stakeholders and collaborate with other recruiters to develop understanding of current and future hiring requirements and map to talent pools.
  • Develop and utilize specialist knowledge to market Chemonics in specific countries and regions, devising strategies for each market, making appropriate recommendations for the budget, and planning and executing implementation within the assigned budget.
  • Identify skill gaps based on current or pipeline hiring demand and manage resourcing and candidate attraction strategies to build candidate pipelines.
  • Identify the right external sourcing tools and channels, including job boards, networking events, universities, etc., and work to create engagement and adoption into Chemonics UK's Talent Acquisition toolkit.
  • Design and create reports to present to leadership, focusing on talent pooling and demand pipelining.
  • Manage the day-to-day relationship with key candidates/consultants to understand their specific needs, communicating and 'pitching' the opportunities with Chemonics UK, handling initial negotiation of pay rates, availability, and other relevant information to support staffing needs.
  • Undertake labour market pay and benefits benchmarking to understand specific industry and role standards, supporting the development of a competitive offering for vacant positions in advance of advertisement.
  • Develop expert cultural knowledge and market intelligence to inform strategies for recruitment and partnership activity, feeding into broader organizational decision-making.

Talent Acquisition

  • Subject to business priorities and capacity in the wider Resourcing team, take the lead on hiring specific roles either for specific proposal opportunities or Head Office opportunities.
  • Work closely with management to develop job descriptions and adverts to ensure the role is clearly defined, and the right person specification is drafted prior to recruitment.
  • Create compelling, well-written but concise job advertisements that attract high-quality candidates to apply for our vacancies.
  • Liaise with prospective candidates throughout the entirety of the recruitment process, building a strong rapport to keep them engaged in the hiring process and alignment with the Chemonics brand, even without the promise of guaranteed employment.
  • Manage ATS systems and recruitment tools, providing recommendations to the Head of Resource on best practice efficiency.
  • Support initiatives to champion Chemonics employer branding, including working on initiatives that target specific candidates, early entry talent, and also working on initiatives to support Chemonics UK's EDI strategy.
  • SOURCE and identify top talent through a variety of methods, including LinkedIn, online recruiting, partnerships, and employee referrals.
  • Lead the screening and interview process, ensuring a positive candidate experience and efficient evaluation.
  • Negotiate and close offers with candidates, securing their commitment to join Chemonics.
  • Track and analyze recruitment metrics to assess the effectiveness of recruitment strategies and make data-driven improvements.
  • Ensure all recruitment activities comply with relevant laws, regulations, and company policies.
  • Ensure a positive candidate experience by maintaining clear communication, providing timely feedback, and delivering a seamless recruitment process.
