This role is situated within the Group Commercial Directorate of the DfT, focusing on the development and procurement of innovative solutions for the UK transport sector. The vision of the Directorate is to collaborate effectively to meet customer needs, guided by three core principles:

  • Providing expert advice to inform decision-making.
  • Proactively managing risks while maximizing benefits and ensuring value for money.
  • Facilitating the achievement of transport objectives and outcomes.

The team primarily concentrates on rail operations and the management of two significant frameworks.

The rail sector is dynamic, offering opportunities to engage with clients on various exciting projects and programs. This role will involve procuring and directing advisory services and delivering commercial insights within the Rail Mode and through the Rail Legal Panel and the STARThree Framework.

The team oversees the management of the DfT's flagship STARThree Framework, valued at £600 million, which became operational recently. Successful candidates will play a crucial role in this pioneering framework, which encompasses broader transport considerations beyond rail.

Role Responsibilities

The primary function of this position is to support commercial initiatives within the Rail Mode of the DfT's Commercial Relationship Management Team. This role is essential for delivering tailored solutions to our clients within the DfT and its associated bodies, including HS2 Ltd and East West Rail.

Reporting directly to the Lead Commercial Relationship Manager for Rail Mode and the STARThree Framework, the role may involve leading a small team as necessary. The successful candidate will be part of a collaborative and adaptable team managing a transport-related portfolio.

The Group Commercial Directorate is divided into four specialized divisions: Commercial Relationship Management, Strategy, Policy and Capability, Assurance, Supply Chain and Category Management, and Operations & Continuous Improvement. While this role is primarily based in Commercial Relationship Management, there are opportunities for cross-divisional collaboration.

Our team is dedicated to delivering high-quality commercial guidance to our clients, which may include:

  • Providing comprehensive support throughout the procurement lifecycle and commercial activities across the DfT and its agencies.
  • Assisting clients with commercial interventions.
  • Participating in Commercial Assurance Boards and Investment Portfolio Development Committees.
  • Managing the DfT's relationship with Crown Commercial Services and other governmental entities.
  • Contributing to the development and implementation of future shared services systems within the DfT.

The successful candidate will be part of a motivated expert team that holds CIPS standard accreditation.

Candidate Profile

As a Grade 7 Commercial Lead in the Rail Mode, you will support the Grade 6 and broader team in assisting clients with a variety of commercial procurements and interventions, which may vary in risk and complexity.

With support from your team and the wider Rail CRM Team, you will provide complex commercial advice daily, ensuring that procurement activities yield optimal financial, commercial, and technical outcomes for the DfT while ensuring value for money in government interventions.

This role requires individuals who are highly motivated and adaptable, capable of transforming challenges into solutions and quickly identifying effective risk mitigation strategies.

The Rail Mode is responsible for managing two key frameworks: the Rail Legal Panel and the STARThree Framework. The selected individual will have opportunities to engage in procurements from Crown Commercial Services Frameworks and contribute to the management of the STARThree Framework, with potential involvement in drafting the STARFour Framework in the future.

Key Responsibilities

  • Assisting the Grade 6 and Directorate Team in providing commercial advice for high-risk and high-value transactions in the rail sector.
  • Managing a portfolio of commercial transactions, overseeing all aspects from strategy development to contract initiation.
  • Ensuring that all contracts undergo appropriate assurance processes, including consultations with senior staff.
  • Supporting the procurement of approximately £200 million in advisory services using the sourcing portal and contract management system.
  • Leading specific policy areas or category areas as required.
  • Developing a clear pipeline of activities and procurement strategies across the client group.
  • Ensuring that procurements achieve value for money and efficiency targets while maintaining high service quality.
  • Engaging with key client organizations and Crown Bodies to ensure a cohesive approach.
  • Drafting submissions to Ministers that provide strategic advice on high-value interventions in the sector.
  • Leading efforts to ensure compliance with the Cabinet Office Transparency Agenda.

Additionally, the successful candidate will hold or be working towards a procurement qualification (MCIPS) and will be required to complete the CIPS Ethical Procurement and Supply certificate, along with government Contract Management Capability Programme accreditation.
